AGENDA TITLE: Award Contract for Guild Avenue Street Construction and Street Overlay,
Industrial Way to Pine Street, and Thurman Street Street Construction, 300 feet
West of Guild Avenue to Guild Avenue ($587,130); and Approve Cost -Sharing
Agreement

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Teichert Construction Company, of Stockton, in
the amount of $587,133.40, following execution of a cost-sharing
agreement with Pacific Coast Producers (PCP); appropriate funds in
accordance with the recommendation shown below; and authorize City Manager to execute a cost-
sharing agreement with PCP for the Guild Avenue street improvement.
BACKGROUND INFORMATION: This project consists of constructing Guild Avenue from
Industrial Way to Lodi Avenue, and Thurman Street from 300 feet
west of Guild Avenue to Guild Avenue, including water/wastewater
lines, storm drains, and curb, gutter and sidewalk. In addition,
Guild Avenue from Lodi Avenue to Pine Street will receive a pavement overlay and other incidental and
related work as shown on the plans and specifications for the project.
PCP is building a distribution facility east of the new Guild Avenue just north of Industrial Way (see
attached). They will be participating in the cost of the project under a cost-sharing agreement. This
agreement is still being finalized and will provide for equitable cost sharing consistent with standard
development requirements. The agreement will allow the City to install all the street improvements
required by PCP along the Guild Avenue frontage. PCP is to reimburse the City the cost of the
improvements plus administration and inspection fees.
The City has purchased properties adjacent to the new Guild Avenue in conformance to City's economic
development program. This project will make that property more marketable. A future Electric
Corporation Yard is also planned in the property west of the new Guild Avenue north of Thurman Street.
The City (Electric Utility) will participate in the construction cost of Guild Avenue and Thurman Street.
The City is also working with Central California Traction Company (CCTC) to install an at -grade railroad
crossing at Guild Avenue and Lodi Avenue. The cost of the railroad crossing ($204,000) is included in
the project estimate. This work, as well as other portions of the project, are included in the City's
development impact fee program and is being funded from the appropriate funds.

Plans and specifications for this project were approved on June 2, 1999. The City received the following

Fortunately, the bids are well below the Engineer's estimate. We were concerned that given the time of
the year, results of bids on other projects in the area, and Contractor's workloads, that the bids would be
higher than the estimate. This project was designed in-house on a fairly short time schedule to
accommodate PCP and the City's plans. The Engineering Division should be commended for producing
a clear and concise set of plans and specifications which helped produce these bids.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING
THE CONTRACT FOR GUILD AVENUE STREET
CONSTRUCTION AND STREET OVERLAY, INDUSTRIAL
WAY TO PINE STREET, AND THURMAN STREET STREET
CONSTRUCTION, 300 FEET WEST OF GUILD AVENUE TO
GUILD AVENUE
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on June 23,
1999, at 11:00 a.m. for the Guild Avenue Street Construction and Street Overlay,
Industrial Way to Pine Street, and Thurman Street Street Construction, 300 Feet West of
Guild Avenue to Guild Avenue described in the specifications therefore approved by the
City Council on June 2, 1999; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for the Guild
Avenue Street Construction and Street Overlay, Industrial Way to Pine Street, and
Thurman Street Street Construction, 300 Feet West of Guild Avenue to Guild Avenue, be
made to Teichert Construction of Stockton, CA.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the contract for the Guild Avenue Street Construction and Street Overlay, Industrial Way
to Pine Street, and Thurman Street Street Construction, 300 Feet West of Guild Avenue to
Guild Avenue, be and the same is hereby awarded to Teichert Construction of Stockton,
CA, in the amount of $587,133.40; and
BE IT FURTHER RESOLVED, that the City Council further approves the Cost -
Sharing Agreement with Pacific Coast Producers (PCP) for the Guild Street improvements
and authorizes the City Manager to execute the Agreement on behalf of the City; and
FURTHER RESOLVED, that funds be appropriated as follows to cover this project:
