AUTHORIZING CITY MANAGER TO EXECUTE
AGREEMENT WITH CENTRAL VALLEY CLEAN

WHEREAS, since 1987, the City of Lodi has participated in the Central Valley
Clean Water Association (CVCWA), which was formed to represent the interests of
wastewater agencies in the Central Valley in regulatory matters and to support the
exchange of information so member agencies can best meet their business challenges;
and
WHEREAS, due to recent amendments to the Sacramento River and
San Joaquin River Basin Plan, the State is requiring facilities that discharge to the Delta
to participate in the Delta Mercury Control Program, and the program allows for facilities
