AGENDA TITLE: Presentation of July "Community Improvement Award."
MEETING DATE: July 7, 1999

RECOMMENDED ACTION: That the Mayor present Robert Smith and Hal Hutchins, previous owners,
and Juan and Rosa Ramirez, the current resident owners of the property
at 505 E. Elm Street, with the Community Improvement Award for July
1999.
BACKGROUND INFORMATION: This residential property and the single-family dwelling has been a
nuisance to the neighborhood in recent years. The owner at the
time was living in the dwelling without gas, water or electric utilities,
and was accumulating garbage, junk, debris and inoperable
vehicles on the property to a point where it was a nuisance due to the unsightly and unsanitary
conditions on the premises.
In August of 1997, the property was posted with a Notice to Vacate and Order to Abate, which the
owner ignored. The owner was subsequently arrested several times for illegally occupying the property
before the property went into foreclosure.
The bank then cleaned the property and sold it "as is" to Robert Smith and Hal Hutchins in July of 1998,
who in turn renovated the property in order for it to be more marketable for sale. In October of 1998,
they sold the property to the current owner -occupants, who have done a magnificent job of adding
personal touches to the yards, such as planting flower gardens.
It is for these improvements that we take this opportunity to thank Mr. Smith and Mr. Hutchins for their
initial improvements, and Mr. And Mrs. Ramirez for thier on-going maintenance of a beautiful yard and
fine home, by awarding the Community Improvement Award for the month of July to this property.
