AGENDA TITLE: No Parking on East Side of Ham Lane South of Elm Street (88 Feet)

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving 88 feet of
no parking on the east side of Ham Lane south of Elm Street, as shown
on Exhibit A.
BACKGROUND INFORMATION: The Public Works Department received a request from the
Police Department to add a northbound through lane on Ham Lane at
Elm Street. They received a complaint about motorists traveling side
by side without a striped lane and were concerned that this was an
unsafe condition. However, per the Vehicle Code, it is legal to pass or overtake a vehicle on the right in
a business or residential district if sufficient width of unobstructed pavement is available. To install an
additional lane at this location, it is necessary to modify the signal by installing loop detectors and install
no parking adjacent to the new lane.
Since electrical work is currently planned for this intersection with the Elm Street Reconstruction Project,
staff felt this would be an appropriate time to install the additional loop detectors on Ham Lane as part of
the project. In the past three years, there have been no collisions related to motorists traveling side by
side. However, the additional lane will improve capacity at the intersection.
Staff was able to contact one of the residents on Ham Lane who spoke on his neighbor's behalf. They
did not object to the no -parking zone and felt the additional lane would be beneficial. The corner
residence has parking on Elm Street, and the proposed no -parking zone is on their side yard. The other
residence will have one large parking space on Ham Lane and also has a large driveway; the current
resident feels he has adequate parking.
FUNDING: Street Maintenance Account - $100 for striping

RESOLUTION NO. 99-80
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING 88 FEET OF NO PARKING ON THE EAST
SIDE OF HAM LANE SOUTH OF ELM STREET
BE IT RESOLVED, that the Lodi City Council does hereby approve the installation
of 88 feet of no parking on the east side of Ham Lane south of Elm Street, as shown on
Exhibit A attached hereto and made a part hereof.
