BACKGROUND INFORMATION: This project consists of constructing Guild Avenue from Industrial Way to Lodi Avenue, and Thurman Street from 300 feet west of Guild Avenue to Guild Avenue, including water, wastewater, storm drains, and curb, gutter, and sidewalk. In addition, Guild Avenue from Lodi Avenue to Pine Street will receive a pavement overlay and other incidental and related work as shown on the plans and specifications for the project. Guild Avenue is a major north/south arterial as shown in the General Plan. It will ultimately connect southerly to Kettleman Lane. The City acquired property along Thurman Street and Guild Avenue for future industrial development, and construction of the street is necessary to make the property marketable. In addition, Pacific Coast Producers (PCP) has proposed to build a large warehouse facility east of the new Guild Avenue just north of Industrial Way (see attached). The timing of Guild Avenue construction is critical for PCP's facility operations. They will be participating in the cost of the project under a separate agreement. The City has also been working with Central California Traction Company (CCTC) to install an at -grade railroad crossing at Guild and Lodi avenues. The plans and specifications are on file in the Public Works Department. FUNDING: The money for this project will be coming from various funds.
