AGENDA TITLE: Public Benefits Program — Demand-side Management Project: Lodi Small Business Energy
Services Partnership ($125,000)

RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant in the amount
of $125,000 to fund the Lodi Small Business Energy Services Partnership, a
demand-side management/energy efficiency project for G-1 electric rate
customers.
BACKGROUND INFORMATION: Several months ago, the City of Lodi initiated the Public Benefits Program.
The program is comprised of four main customer groups: municipal,
residential, community/non-profit, and commercial/industrial.
To date, all four customer groups have received some level of Public Benefit Program funding, including the customer
group commercial/industrial. However, a majority of those funds have been provided to medium and large commercial
and industrial electric customers around Lodi (electric rate categories G-2 through 1-1).
This particular effort, the Lodi Small Business Energy Services Partnership, is designed to assist the small business
and small business owner/manager in our community. The proposed program budget is $125,000, and all G-1 electric
rate customers in Lodi would be eligible to participate in the program, and receive up to $500 in a Public Benefits
Program grant. The Public Benefits Program grant may be expended on specific demand-side management or energy
conservation measures once reviewed and approved by City of Lodi Electric Utility personnel (please see attached
fact sheet entitled 'Lodi Small Business Energy Services Partnership' for additional program specifics).
The City of Lodi Electric Utility respectfully recommends approval of the Lodi Small Business Energy Services Partner-
ship as a qualifying project of the City of Lodi Public Benefits Program.

Purpose: To provide eligible G-1 electric rate customers with a direct
cash incentive for the reimbursement of materials and/or service
related to specific energy conservation measures. These grant dollars
would be funded from the City of Lodi's Public Benefits Program fund.
Grant amounts: up to $500 (one per customer address)
Total Funds in Program: $125,000
Program Duration: July 1, 1999 to December 31, 2000
Customer Eligibility:
➢ Customer must be current on all City of Lodi utility charges;
➢ Prior to beginning project, customer must complete "Partnership
Response Card" and return to the City of Lodi Electric Utility for
review;
➢ Customer must submit copies of all project receipts for
reimbursement;
➢ Customers are encouraged to utilize local vendors to complete
installation of energy conservation measures;
➢ Rebates are provided on a first-come, first -serve basis, or until
funds are exhausted;
➢ Customer must consent to potential pre- and post -installation
inspections.
Energy Conservation Measures and Applications:
➢ HVAC/refrigeration: time clocks, programmable thermostats, high efficiency
air filters, door gaskets, pipe insulation, variable speed fan and motor controls,
and a one-time diagnostic & preventative maintenance service per HVAC unit
(not to exceed $60.00 per unit for the diagnostic & preventative maintenance
service)- excluding necessary system repairs;
➢ Lighting retrofits: time clocks, electronic ballast's, T-8 lamps, compact
fluorescent lamps, lower wattage HID fixtures, reflectors, motion sensors and
photo sensors/cells;
➢ Shade screens or awning covers;
➢ Ceiling fans/attic ventilators;
➢ Insulation/weather-stripping;
➢ Special projects: Upon review, customer may be eligible for funding above
$500 for special energy efficiency projects (i.e.: system replacements or system
upgrades).

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS
PROGRAM GRANT TO FUND THE LODI SMALL BUSINESS
ENERGY SERVICES PARTNERSHIP
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical
electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or
customer groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, this request for a Public Benefits grant in the amount of $125,000 is
specifically designed to assist the small business and small business owner/manager in our
community; and
WHEREAS, all G-1 electric rate customers in Lodi would be eligible to participate in the
program and receive up to $500 in a Public Benefits Program Grant; and
WHEREAS, the Public Benefits Program Grant may be expended on specific demand-
side management or energy conservation measures once reviewed and approved by the City of
Lodi Electric Utility Department.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to
provide a Public Benefits Program grant in the amount of $125,000 to fund the Lodi Small
Business Energy Services Partnership, specifically designed to assist the small business and
small business owner/manager in our community.
