By 1995 over five million dollars ($5,000,000) has been raised to plan the site and finance
the capital improvements. Some of the major milestones in the development of this
community assets include:
1913 Lodi Union High School built. Graduated classes 1913 through 1977.
1923 Auditorium built to seat 1,180 people.
1974 School burned - arson.
1979 Site acquired from school district for $475,000. Community leaders
for Old Lodi Union High School Site Foundation Board with a pledge
to build a community center.
1980 First corporate donation; $50,000 from General Mills, Inc.
1982 Three -acre park construction completed.
1984 Erased total site purchase debt in December, 1984 with fund raiser
"The Last Night in the Girl's Gym".
1986 Fine Arts Complex construction completed.
1989 Senior Complex construction completed.
1990 Senior Complex landscaping and irrigation completed.
1991 Senior Patio construction completed.
1992 Trellis replacement.
1993 Design development of auditorium and site completed.
1994 North Hall Patio construction completed.
1995 Brick plaza dedicated.
1995 Julio Gallo Trellis dedicated.
1996 $10 million loan for performing arts and conferencing center secured
from the City of Lodi.

VOLUNTEERS
An integral and vital link to the success of programs and funding at Hutchins Street Square; we
find them "popping" up in all divisions of the Square solving a problem, filling a gap and offering
their personal time and talent.
Senior Pool and Desk Volunteers
Checking in, keeping the lockers clean, acting as a second pair of eyes for the lifeguard.
Peer Counselors
A shoulder to lean on, a person with similar background supporting another in a time of
crisis or confusion.
Computer Aides
Monitor, instruct and patiently guide 180 new senior computer techies through the maize
of mouses, screens and delete buttons.
Vacuum Buddies
Four men on a daily, Monday through Friday basis volunteer to vacuum all the halls and
clean the theatre before and after each performance.

The sentinels of the theatre, ushers get you to your seat in time, assist with directions to
the closest restroom and the final call for lights out and curtain up.

Rules For Community Service at Hutchins Street Sauare
1. Show up for work promptly at the time scheduled. Shifts begin at 8:00 a.m.
and at 1:OOp.m. If you are late you will not be allowed to work until the next
shift.
2. Wear appropriate clothing and footwear for physical work -long pants, covered
toe shoes, shirts with sleeves. Be prepared to work in the rain, cold and heat
without complaint.
3. Breaks times are as follows: morning break 10:O0a.m. 15 min., lunch
12:OOp.m. to 1:00 p.m. and afternoon break 3:00 p.m., 15 min. Community
Service workers may not leave the site during breaks.
4. Those assigned to outside work shall use the portable restrooms and drinking
fountains located outside the building.
5. Community service workers found to have an unacceptably unpleasant
demeanor, in the maintenance staff's opinion, will be dismissed and returned to
the court.
6. When being directed to a task/location community service workers are
required to walk at the same pace as the maintenance staff, i.e. you lag, you're
gone.

7. All tools and machinery shall be used as instructed by staff. Mishandling of
HSS property will result in dismissal.
8. Safety glasses are mandatory. If assigned safety gear community service
workers will wear it properly and return the gear to the maintenance staff
undamaged. This also applies to I.D. badges, vests, etc.
9. Smoking is allowed only at breaks and lunch. No smoking near entrances, no
smoking during work periods.
10. Foul language, talking to passerby/friends is not allowed. If someone walks
up to you to ask questions direct them to the office or Hutchins Street Square
staff. You are here to work off fines, not socialize.
11. You are required to inform the Hutchins Street Square Staff of any injury,
surgery recovery and any other factor that may affect or influence your health
and safety before you start working.
12. No contact with Camp Hutchins, children or staff, period.
13. Weather and other factors will cancel community service work. Hold on to
your ride until you know you are working. Do not wait until the end of your
completion date to finish your hours.
14. The staff will track your service hours and report your successful
completion to the court immediately.

COURT APPOINTED COMMUNITY SERVICE HOURS
Municipal court judges Dave Warner and Robert Baysinger are the cornerstones to the
success of our community service work program at Hutchins Street Square.
184 people were assigned in the year 1997 for a total of 22,122 hours. A total of
8,424 hours were completed that year.
The program continues to grow when we have a strong maintenance supervisor to keep
the workers focused and on task. All workers are tracked with a monitored sign -in sheet
and individual acknowledgements are sent to the court when the work is successfully
completed.

Notes: 501(C)(3): Any group incorporated as a charitable organization ssith non-profit tax -exemption status with the IRS.
Set-ups requiring unusually difficult formats w ill be assessed and additional maintenance fees applied. Rental of facilities is
subject to availability. The Center reserves the right to deem an event inappropriate for either space or content based
on technical requirements and projected audience size. The Center observes all official City holidays. Holiday rental requests
are reviewed on an individual basis and added costs will apply.

1. RESERVATION PROCEDURE,
• Reservations will be accepted a maximum of one year in advance.
• Cleanino'security denosit must be paid before date is confn-med (see Rental Rates for deposit amounts). Check should be
made payable to: Ciry of Lodi. NO EXCEPTIONS. DEPOSIT FEE IS ADDITIONAL TO THE RENTAL FEE.
• The entire rental fee must be naid one month prior to date of event. If not, event will be canceled and deposit forfeited.
Check should be made payable to: City of Lodi.
• Extra cleaning will be deducted from your deposit. You will be billed for any damages not covered by your deposit.
Deposits (if applicable) will be mailed to you three to four weeks after your event.
• Reservations are one day only (7:00 a.m. to 1:00 a.m., including cleanup). Maintenance staff will unlock at your
designated time with the building remaining unlocked until closing. YOU WILL BE RESPONSIBLE FOR THE
BUILDING SECURITY UNTIL THE SECURITY GUARDS LOCK UP. DO NOT LEAVE THE
BUILDING UNATTENDED. THE CITY OF LODI OR HUTCHINS STREET SQUARE IS NOT RESPONSIBLE
FOR ITEMS LEFT IN THE BUILDING OR MISSING DURING OR AFTER YOUR EVENT.
2. FEES AND CHARGES
FEES .AND CHARGES ARE ESTABLISHED BY THE CITY COUNCIL. THE DIRECTOR DOES MAINTAIN
RESPONSIBILITY FOR REVIEW OF SPECIAL CIRCUMSTANCES AND ESTABLISHMENT OF LONG TERM
CONTRACT PRICING ON BEHALF OF THE CITY.
3. CANCELATIONS
Deposits are returned by mail if cancelations are made more than two (2) weeks prior to the date of event. -Less than two (2)
weeks. the deposit and half of the rental fee are forfeited.

All City buildings are no -stroking facilities, Ordinance =1488. Rooms are posted and renters are expected to insist their
Quests comply. Ignoring this voter -approved regulation will result in forfeiture of the rental deposit.
SERVICES PROVIDED
• A maintenance man will be on site to open and close the facility, and available by phone only in case of emergency.
• Tables and chairs will be provided and set up to your specifications. No labor is provided the day of event for set up,
re -arranging or assisting with loading or unloading. Cars may use sidewalk areas and lire lane to unload
temnorarily but MUST park in parking lot. If you do not comply, vehicles will be towed at owners expense.
• You will only be allowed to use the items you have requested in advance on your rental agreement.
• Barbecues will not be allowed on patio or concrete area. Arrangements must be made in the office prior to rental and listed
on setup.
• The maintenance staff will check the condition of the facility after your event to determine if any additional damage,
cleaning or overtime has occurred- You will be notified the week after your rental if any of your deposit is required to
pay for cleanup or damage.
6. YOUR CLEANING RESPONSIB&LITIES
• Tables, chairs and kitchen facilities used must be cleaned and wiped down.
• Food, beverage and all spills must be cleaned up from floors and.'or wails.
• All decorations must be removed at the close of event.
• It is your responsibility to inform your caterer of their cleaning responsibilities (see Caterer's Responsibilities).
• Garbage must be picked up and placed in bins located in the North service area.
CATERER'S RESPONSIBILITIES
• clean all equipment used in kitchen(s) including freezers, refrigerators, ovens, stoves, warming ovens, coffee urns. .
• clean all counters and work tables.
• floors must be cleared of any food and any spills mopped up.
• garbage needs to be hauled nut to dumnsters in the North and South narking lots.
• all dishes;'utensils used must be run through dishwasher if not being. picked up the night of event.
S. KITCHEN FACILITIES
The Kirst Hall catering kitchen is supplied with the following equipment:
• refrigerator • freezer • dishwasher • warming ovens
• two Amana microwaves • two built-in coffee urns
NOTE: There is no electric or vas stove available with this kitchen. It is the renter's responsibility to inform your caterer
of what the kitchen is equipped with and of their cleaning responsibilities.
The Crete Hall kitchen is supplied with the following equipment:
• refrigerator • freezer • two ovens
• one griddle • prep table
The Cottage catering kitchen is supplied with a dishwasher.
• six stovetop burners
9. DECORATIONS
• Decorations are limited to table centerpieces or free-standing items only. NO EXCEPTIONS. NO items may be
hung on walls or from ceilings. NO tape, nails, tacks, pins or staples may be used on wails, ceilings, floors, or on
pillars, signs or walls outside of facilities.
• If you are using candles or if there are questions regarding decorations that may be flammable, please contact the
Lodi Fire Marshall directly at 333-6735.
10. SECURITY
Licensed security guards will be hired by Hutchins Street Square and renter will be billed for services. All private
parties (this includes weddings receptions, birthday parties. anniversaries, etc.) must have a licensed security guard(s). A
minimum of one guard per 100 people is required. Guards must be present when guests begin arriving and remain until
closing.
All activities must conclude by 1:00 a.m. If persons leasing the building refuse to leave at that time, the maintenance staff
will contact the Police Department and have them removed. If this occurs, the deposit will not be returned_
11. ,INSURANCE
1) Insurance may be provided by the City of Lodi, with additional fee determined by the City at the time of rental. Coverage
does not include liquor liability. Insurance for your rental is provided under a master policy issued to the City of Lodi. This
policy provides liability coverage with limits of 51.000.000 Each Occurrence/Aggregate and will name the Lessee'Tenant
as an Additional Insured. This policy contains exclusions and restrictions found in normal general liability policies. It does
:NOT cover Liquor Liability. The .4ssistant City Manager has the actual policy which is available for review.
2) Under the appropriate circumstances, the City of Lodi may accept personal insurance provided the renter lists the City of
Lodi as additional insured. Proof of insurance must be in the Hutchins Street Square office one month prior to your
event. If not received by two (2) weeks prior, you will be required to purchase the City's insurance.
12. ALCOHOLIC BEVF,R.a.GF
Wine and beer are permitted; other alcoholic beverages require approval of the Community Center Director.
A permit to sell alcoholic beverages must be obtained from the State of Alcoholic Beverage Control Department, 31 E.
Channel Street, Stockton. A license fee will be charged by the State. Only a cashiers check, money order or cash will
be accepted by the ABC office. AN APPROVAL LETTER SIGNED BY THE CITY OF LODI CITY MANAGER
MUST BE REQUESTED FROM THE RENTAL OFFICE A MINIMUM OF ONE (l MONTH PRIOR TO EVENT
BEFORE A LICENSE CAN BE ISSUED.
13. CONSIDERATION OF NEIGHBORS
Renters of the Square's facilities need to be aware of the City's Noise Ordinance =1449, and sensitive to the fact that Hutchins
Sweet Square is located in an urban seting. Use of excessive noise (i.e., bands, disc jockeys, musical instruments,
demonstrations, etc.) can lead to the cancellation of said event.

LODI MEMORIAL HOSPITAL MANAGED PROGRAMS
*Facilities at Hutchins Street Square provided by the City of Lodi in a continuing partnership with our local
not-for-profit hospital. Ad-hoc board comprising of managers and board members from both the hospital
and Hutchins Street Square Foundation serves as the overseer of programming and future developments.
ADULT DAY CARE
• Program opens in 1989 as Lodi's first social day-care program.
• Eight year average of 14 clients has climbed this past year to 17 daily attendance.
• An average of six new clients each month are registered; a total of 110 clients are currently registered
in the program.
• Fees are $16 for a four hour day including lunch and $22 for an eight hour day with all meals and
snacks.
• LMH has created a weekend respite program once a month as a result of the program
• A transport van was added in March, 1999. Clients living outside the dial -a -ride service area are
invited to use the service for an additional $5.00 per day.
• Saturday service is slated to be added this summer to support families.
• Clear cut referral is information from Square News.
CAMP HUTCHINS
• Transition of "ownership" from City to LMH in June 1, 1998 and retained ALL original staff.
• Development and strengthening of program has resulted in an increased number of registered children
for all tracks. All tracks now with a waiting list.
• Camp is licensed for 56 children, grades K-8; Camp now full until year 2000, January.
• Hiring an additional staff person to assist during the summer months; considering the start of another
camp location.
• Program has implemented character development, singing, hockey, walking.
• Solid blending between City and Hospital employees; no clear cut majority.

Hutchins Street::S
'Computer Classes Have Begun at the Senior Center
In conjunction with the Lodi Adult
School, the Senior Center is now offering
beginning computer courses. We have fif-
teen new computers all equipped with Win-
dows "98, the newest software program on
the market.
Courses are currently six weeks
long and meet twice a week. Students will
learn the basic components and functions of
the machine and will become familiar with
the various programs that Windows '98 of-
fers.
Students sign up for the classes based
on their skill level. Our basic beginner
course is designed for those students wishing
to learn basic mouse skills, how to enter and
exit programs, and very basic word process-
ing skills. More advanced classes allow for
exposure to the Internet and e-mail access, as
well as more advanced knowledge in Micro-
soft Works and Excel. Please call the Senior
Center at 369-6921 to register or to get your
name on our phone list for the next session.
Renters Assistance and Homeowners Assistance
Qualifications For 1999 Have Changed!
Due to legislation enacted in 1998,
the amount of total household income you
may have for eligibility has been increased
from S13, 200 to 533, 132 for 1999.
Qualifications: To qualify for the home-
owner or Renter assistance you must have a
total household income under 533,132 or
gross household income under 560,420 in
1998. You must be one of the following: A
U.S. citizen; or a designated alien; or Quali-
fied alien AND be at least one of the follow-
ing: Age 62 or older, or blind; or disabled.
Filing Period: The filing period for both
claims is May 15 through Aug. 31, 1999. If
you need help preparing your claim form call

the grieving process, you may find the Be-
reavement Support Group will help to get
you through those rough spots. This group
meets on the second and fourth Monday of

SQUARE NEWS MARKETING
The Foundation has taken advantage of the City's offer during the past few years to stuff
the utility bill envelope with issues of SQUARE NEWS. Currently we print 27,000
copies to be distributed with the City billing and an additional 3,000 to cover our rural
donors and friends of the Square.
This year Square News will be inserted these months:

In addition, later this summer, and each month henceforth, we will also stuff a
"refrigerator piece" (size 3 V2" x 81/2") to feature all the theatre and programmed
activities at the Square; the reverse side will be a energy conservation/utility tip for
homeowners.

at the expense of the Foundation.

Matheny, a star jazz tlugelhornist
and creator of the San Francisco Jazz
Festival, has created a lengthy report
for the Foundation Board offering a
prop am of work to fashion an exciting
musical weekend for our community.
The caveat, of course, is the need
for organization and underwriters to
make the event happen and our target
for the BIG festival is September, 2000,
However this year our focus is a
little smaller and will be an introduc-
don to the big event - we'll feature
our traditional Teen Dance on Friday,
September 3, 1999, sponsored by the
Lodi Youth Commission and Omega

Bennett indicated the event will be
a unique partnership with he Lodi
Convention and Visitors Bureau, the
Lodi -Woodbridge Winegrape Commis-
sion, the Lodi Arts Commission and
Lodi unified School District. The event
is slated for September 3 through 6,
1999, and will be dependent upon a
targe cadre of volunteers.
"The success of all of our events at
Hutchins Street Square is Largely
dependent upon the talents and skills
of volunteers," according to Bennett.

of Food and Beverage Manager.

will be the student intern.

Time Live Summer Cabaret Concert series. The Friday

CHILDREN'S SUMMER THEATRE
The popular Children's Summer Theatre prop am is
now accepting registrations for this year's work-
shops that will culminate in the production of
Tom Sawyer. Local thespian Gary Ervin has put together
an all-star staff to run this year's program for 50 local
youth between the ages of 8-18 years of age. Workshops
are scheduled for Monday through Friday (except Tuesday)
from 7:00-9:00 p.m. between June 21 -August 5 with the
production taking place August 6 -8th. For more informa-
tion contact the Lodi Arts Commission at 367-5442.
The final show will be presented in the main theatre

Coordinator Ann Areida Hint= have
announced the addition of a new com-
puter lab in the Information and Referral
Center. Kindseth has added 16 new com-
puters and an instructor to the center.

ADULT DAY CARE AND
CAMP HUTCHINS OPEN
ON SATURDAYS!
The partnership between Lodi Mem-
orial Hospital and the Square continues
to grow with the announcement that
both the Adult Day Care and Camp
Hutchins will be able to expand their
hours to include Saturdays.
Adult Day Care offers assistance to
adults whose lives have been disrupted
by a wide range of mental or physical
r tments. The program provides family
members with education, support and
respire, allowing them to cope with the
stressfsl task of caring for a disabled
senior. In addition to the regular 8 a.m.
to 4 p.m. operating hours, the program
will be expanding to include Saturday.

Camp Hutchins is a licensed year-
round day care program for children
ages five through 12 and offering enrich-
ment and educational activities, field
trips, arts and crafts. Camp Hutchins is
offering two additions to the program
including weekend child care and

OFF TRACK SCHOOL KIDS
VOLUNTEER AT THE SQUARE
We were seeing double for the months
of January and February- at the Square when
seventh grade students and identical
twins Julia and Margo Tyack bounced
into the office announcing they had to
"volunteer as part of their English assign-
ment from Woodbridge Middle School."
And then we heard they were students of
Mrs. Nancy Potts, so we knew it was a
very serious assignment!
The gids contributed hours each week
helping with the filing, photocopying and
reading to clients in the Adult Day Ser-
vices Center - there was never a job that
they did not tackle with enthusiasm and
vigor. We appreciate their energies, but
perhaps more importantly, we appreciate
Mrs. Potts' mandate to have these school
age kids stretch their minds and find
some very constructive activities to fill
their days when off on break.
OUR OWN VAN!
The Adult Day Services Center has its
very own van! The program now offers
limited services to its clients to pick them
up at their home and deliver them to the
Center for the day. The van is wheelchair
accessible. The Adult Day Services program
operated by Lodi Memorial Hospital, is a
social day care program for our seniors
who need supervision during the day time

LODI YOUTH COMMISSION RECEIVES AWARD
The Lodi Youth Commission has
just received word that it was
chosen for the Region 3
Presidential Award by the California
Career Education Association.
Joan Hinds, Awards Chairperson
from Yorba Linda, California indicated
the "Lodi Youth Commission was
selected from eight regions to receive
the award because of their exemplary
proms ams.'
Yvette Maragliano 15 the City of
Lodi staff liaison to the Commission. All
members of the commission are
appointed by the Lodi City Council
including adult advisors Sarnir Berbawy,
Marilyn Hughes, Dr. Ken Mullen, Dave
Wright, Steve Simpson and Jeff Fleak.

The Festival Maintstage located in the theatre with national headliners to reflect
the excellent acoustics and understated elegance of the hall.
Tghe Delta Stage will celebrate the regional music and cultural heritage of the valley,
including Western, Folk, Bluegrass, California Blues and singers. Located on a
portable outdoor bandshell near the front lawn.
The Swing Lounge will feature big bands, swing bands, show bands and swing
dancing. Located in Kirst Hall.
The Nightclub, an intimate space featuring duos, trios and cabaret vocalists will
highlight American Popular song, musical theatre and classic music by Gershwin,
Porter and Berlin. Located in the Thomas Theatre with a mood of romance and
candlelight.
The Roots Stage, celebrating the New Orleans roots of American music, will
feature Cajun, Zydeco, Dixie and Traditional Jazz. Located at the Wishek
amphitheatre.
The World Stage will feature the exotic rhythms of world beat, reggae, salsa,
calypso, mambo, Latin jazz and samba. Located in Crete Hall, another missed
used theatre, the decor will be tropical with bright colors and potted palms.
The Youth Stage will feature high school, college and community bands of Lodi.
Located on the outdoor "Celebrate America" stage to encourage an awareness of
and involvement in the arts.

Discussion and recommendations:
1. Reduce the membership grid to three categories and streamline the "gifts" to a minimum. Allow
program to grow with opportunity as the Square grows.
2. Proceeds from the membership drive: 50% dedicated to the construction debt, 50% dedicated to
programming at the Square.
3. Kick the program off during the Labor Day weekend — ties in with our Lodi Music Festival and
the historic Field and Fair Day event.
4. Membership should be fostered as a community responsibility. Make the membership opportunity
clean and operationally minimal. Market the support need with the expressed intent to be part of
the success at Hutchins Street Square.
Visual reminder might well be a pillar with the individual names of the members written in the
borders of the pillar coloring it in to the top. Ultimate goal and/or size? Installed on the front
lawn of the Square as a marketing toot.
5. Consider pulling in a part-time staff member that would handle only the Foundation business, i.e.,
membership, bricks, memorials and donations. City finance advisers (auditors) are suggesting we
need to insure the Foundation's "money" business is not handled by a City employee. Cost to the
Foundation if a 20 hour week person: $15,000 +/-
6. Ask the tourism bureau to give us a number that correspondence with the spending habits of
people who attend a function at the Square. Recognize the Square as the "economic locomotive"
for the City of Lodi, enticing restaurants, hotels and other service industries to develop.
7. Additionally, create an evaluation form for the rental people to ascertain how many people they
brought to town for housing, restaurants, caterers, flowers, other pertinent information that might
help in our quest to identify the spin-off effects of the Square's facilities.
8. Are there any other Cities in the state of California that have a cultural venture that pays for itself?

ome of us have rare opportunities to become involved in an effort that has
a profound effect upon our lives and provides great personal satisfaction and also enhances the lived
of those around us. For me, that one experience has been Hutchins Street Square. I joined the Board
on the strength of Ben Schaffer telling me that it was something I needed to do and should do far the
community. What has transpired over the past number of years has been the most remarkable
community effort ever dhown in the City of Lodi.
It has been a memorable experience to see the high school that Igraduated from closed,
destroyed and restored into what now Li the crown jewel of our community. I have been fortunate
enough to play a small part in this effort and I have been able to work with dome of the most
dedicated individuals I have ever known. Hutchins Street Square will be here for generations to
come, and I believe that we have extended an opportunity to our community that is not matched uz
any surrounding community. The number, generosity, and motivatwn of all the thousands of
volunteers that have worked on this project have transformed a dream into reality and contributed to
the heritage that makes our community spectaL
I would like to express my appreciation and gratitude far allowing me to be a part of this
effort. It has been the most enjoyable and rewarding experience I have ever had as a volunteer in
any community event. My dream is that it will continue to expand and grow and proveae greater
opportunities for the users of the future through new programs and activities and will carry an the
proud tradition for generations to come.
