HomeMy WebLinkAboutAgenda Report - May 5, 1999 E-06F<0 k¢: COUNCIL• • FOR�`P AGENDA TITLE: Adopt a Resolution Approving No Parking on Ham Lane North of Turner Road, in Front of Lakewood School MEETING DATE: May 5, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving 106 feet of no parking on Ham Lane north of Turner Road, in front of Lakewood Middle School, as shown on Exhibit A. BACKGROUND INFORMATION: Earlier this year, Traffic Engineering Staff was contacted by the Lodi Unified School District (LUSD) regarding safety problems observed in front of Lakewood School, located on north Ham Lane. Their primary concerns were double parking, dangerous U-turns, and poor visibility of student crossing patrol. Based on these concerns, staff reviewed conditions at the school site and proposed the following changes to the LUSD. • Modify curb markings to provide more passenger -loading zone (white curb). Currently there are two shorter loading zones located on each side of the student crossing patrol at Kirkwood Drive. Our proposal is one continuous zone which would be longer than the two existing zones and located to minimize the need to pass by the student crossing patrol. • Relocate the existing crosswalk across Ham Lane from the south leg to the north leg of Kirkwood Drive. This will move the student crossing patrol farther away from the passenger -loading area and reduce the number of drivers having to pass over the crosswalk where the student patrols are currently located. Currently, drivers making legal U-turns on Ham Lane at Kirkwood Drive pass over this crosswalk twice. DISCUSSION: LUSD has approved our recommendations and has agreed to pay for changes to curb markings. The striping changes and relocation of the crosswalk would be performed at the City's expense. Upon Council approval and completion of these modifications, we have recommended the School send home flyers instructing drivers not to park unattended vehicles in the loading zone. RECOMMENDATION: Based on the concerns expressed by LUSD, we recommend that Council approve the no -parking zones described in this Communication and shown on Exhibit A. The passenger -loading zone, relocation of the crosswalk, and roadway striping removal require no action from Council. FUNDING: Funding for the curb marking changes from LUSD at an approximate cost of $448.
