Please see attachment 'A' for specifics on these two unique projects. BACKGROUND INFORMATION: An overview of the City of Lodi's Public Benefits Program was provided to the City Council in November of 1998. Over the past several months, a number of specific funding requests have been presented to the City Council for review and approval. Included in the Public Benefits Program are four customer groups: residential, commercial/industrial, municipal, and community/non-profit. The aforementioned funding requests are categorized as: community/non-profit (The Salvation Army), and commerciallindustrial (Lodi Academy). In partnership with our energy consultant, the City of Lodi Electric Utility has conducted numerous site visits with these two customers. As a result of our site visits and research, the City of Lodi Electric Utility respectfully recommends approval of these two funding requests as qualifying grants under the Public Benefits Program. Dixon Flynn -- City Attachment'A' — Public Benefits Program; City of Lodi Council Communication, April 21, 1999 Description of projects: Lodi Academy - This Public Benefits Program grant for a total of $31,500.00 would be partially utilized for the purchase and installation of two (2) new, high -efficiency 4 -ton HVAC (heating/cooling) units, and related installation materials. Currently, the heating and cooling needs for the Lodi Academy library are being served by two 35 -year old HVAC units, which have reached their expected useful life, and are now operating well below design efficiency standards. In addition, this grant request would be utilized for the purchase of some 160 drought tolerant, 15 -gallon shade trees, and related materials (tree stakes & ties, fertilizer tablets, irrigation pipes/sprinklers). Along with the trees, would be the purchase of nearly 500 drought resistant, 1 -gallon ground cover plants. The trees and plants, to be planted along a 3200 foot section of Lodi Academy property that fronts Cherokee Lane (between Poplar Street & Kettleman Lane), will be installed by Lodi Academy students, parents and faculty as part of a community service project. This particular project is unique in that the trees are identified as shade trees, which over their life -time, shade the sun's rays from reaching asphalt, concrete and/or metal. The shading and sun reflection provided by these trees and shrubs has been proven to significantly reduce what is commonly referred to as the `urban heat island.' Another interesting component to this phase of the project is that students and faculty from Lodi Academy will have the opportunity to monitor the growth of these trees, as well as the positive effects the shade trees will have in reducing the aforementioned 'urban heat island.' The Salvation Army This Public Benefits Program grant would be utilized for the purchase and installation of a new, combination walk-in medium temperature cooler and a —10 degrees Fahrenheit temperature freezer for the Salvation Army facility on Lockeford Street. The entire unit is referred to as a 20'x 30' box. This new, high -efficiency walk-in freezer/cooler unit would replace the existing walk-in unit, as well as two other freezer units that have either reached their expected useful life, or have failed in recent months due to the age of the units. With the warm, summer season rapidly approaching, the Salvation Army is desirous of replacing the existing unit with a new, high efficiency unit in the ensuing weeks. In addition, the Salvation Army personnel has seen a steady increase in the demand for its goods and services, particularly in the area of providing both dry and perishable food items to eligible families in our community. At this time, the Salvation Army provides over 100 bags of groceries per day on Tuesday's, Wednesday's and Thursday's to families in the Lodi area. This funding request qualifies as candidate under the Public Benefits Program, Low - Income Customer Assistance category. Signature Date of acceptance Page 2 of 2 RESOLUTION NO. 99-65 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO LODI ACADEMY WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, following the Electric Utility Department's review of Lodi Academy, two speck energy conservation measures emerged: 1.)
