AGENDA TITLE: Authorize City Manager to Execute Professional Engineering Services Contract for
Design Work for Lower Sacramento Road Widening Project

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
City Manager to execute a professional engineering services contract,
and appropriate funds for the Lower Sacramento Road Widening Project.
BACKGROUND INFORMATION: At the request of City Council, Public Works Department staff has
made the Lower Sacramento Road Widening Project a priority
project. As discussed at the March 23, 1999 Shirtsleeve Session,
staff sent requests for proposals (RFP) to fifty civil engineering firms
in December 1998 and received eight proposals from various firms. Staff reviewed the proposals and
interviewed three engineering teams. The most qualified engineering team, Mark Thomas & Company, Inc.
(MT & Co.) was selected. The Sacramento firm will be using two local firms, Baumbach and Piazza, and
Kjeldson, Sinnock & Neudeck, Inc. for the design work. MT & Co. has designed several major projects,
including City of Stockton's Interstate 5 and March Lane Interchange Improvement Project, and
San Joaquin County's Special Purpose Plan for Lower Sacramento Road.
The project limits are from Turner Road to just south of Taylor Road. However, for purposes of this contract,
we have excluded the segment from just south of Taylor Road to Kettleman Lane since this area will be
included with an adjacent development project. The City's peak -hour and daily traffic counts will be updated
and San Joaquin County Council of Governments (COG) 2020 future projections and land -use assumptions
will be reviewed. MT & Co. will prepare alternative layouts showing the number of lanes, lane widths, and
various raised median/streetscape treatments. There will be median openings at all the signalized
intersections, and the traffic study will determine opening locations at non -signalized intersections. The
Lower Sacramento Road and Tokay Street intersection will also be evaluated to determine if a signal is
needed.
MT & Co. will host public workshops and arrange individual meetings with property owners who will be
most affected by this project. After the public workshops, MT & Co. will consolidate public and staff
comments and present City Council with a final layout. After City Council approval, MT & Co. will
proceed with the final design. Depending on right of way acquisitions, the plans and specifications
should be completed by spring 2000. The consultant has indicated the box culvert design can be done
prior to the entire project, and possibly under construction by the 1999/2000 winter months when the
canal is dry.
This project also includes the frontage road extension on the east side of Lower Sacramento Road south
of Tejon Street as an option to be included with the design work.

The cost for professional engineering services for the traffic study and design work is $645,080. The
environmental documentation is not included, and, depending on the results of the traffic study, may be
done in-house.
Staff recommends City Council authorize the City Manager to execute the agreement with MT & Co. for
professional engineering services and appropriate funding for this project.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING A
PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH

SACRAMENTO ROAD WIDENING PROJECT, AND FURTHER
APPROPRIATING FUNDS TO COVER THIS PROJECT
BE IT RESOLVED, that the Lodi City Council hereby approves a Professional
Services Contract with Mark Thomas & Company for Design work for Lower Sacramento
Road Widening Project; and
