AGENDA TITLE: Amend Traffic Resolution to Adopt Angle Parking on Washington Street between Walnut Street
and Oak Street, and Convert "Yield" to "Stop" Control on Walnut Street at Washington Street

RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Traffic Resolution 97-148
by approving the installation of angle parking on the west side of Washington Street
between Walnut and Oak streets; and approve the conversion from "yield" to "stop"
control on Walnut Street at Washington Street as shown on Exhibit A.
BACKGROUND INFORMATION: The Public Works Department received a request from Loel Senior Center, located
at 105 South Washington Street, to install angle parking on Washington Street to
accommodate the frequent high parking demand at its facility. Based on this
request, staff reviewed the feasibility of installing angle parking and determined
that it should only go on one side of the street. The street is 50 feet wide, the same as School Street in the
Downtown, whereas Pine, Oak, and Elm streets are 55 feet wide and can accommodate angle parking on both
sides. There is currently space for eleven parallel -parked vehicles on the west side of Washington Street between
Walnut and Oak streets. This number will increase to seventeen with angle parking.
Staffs only concern with angle parking is that there can be a higher incident of parking -related accidents in
comparison to parallel parking: 1) because it can be difficult to see while backing out into traffic when there is a
vehicle parked in the adjacent stall; and 2) drivers can sideswipe adjacent vehicles while backing from angled stalls.
These problems exist wherever there is angle parking; however, the likelihood of related accidents is reduced at
locations where vehicle speeds and traffic volumes are low, such as on Washington Street.
At locations where angle parking exists, there are often visibility problems while entering from cross streets and
driveways because vehicles parked at an angle extend over twice as far into the roadway as those parked parallel to
the curb. Based on this, staff reviewed the need to change the traffic control on Walnut Street at Washington Street
from the existing "yield" control to a "stop" control. Department guidelines for the conversion from a "yield" to "stop"
consider the accident history at the intersection and visibility of cross street traffic while approaching the intersection.
RECOMMENDATION: Based on the 25 -mph speed limit and relatively low traffic volumes on Washington Street,
staff does not object to the installation of angle parking in this area. If Council approves the angle parking, staff also
recommends the conversion from "yield" to "stop" on Walnut Street at Washington Street due to the frequent high
parking demand at Loel Senior Center and the difficulty in seeing around diagonally -parked vehicles.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING ANGLE PARKING ON THE WEST SIDE OF
WASHINGTON STREET BETWEEN WALNUT STREET
AND OAK STREET, AND CONVERT "YIELD" TO "STOP"
CONTROL ON WALNUT STREET AT WASHINGTON
STREET, AND THEREBY AMENDING TRAFFIC
RESOLUTION NO. 97-148
BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve
Angle Parking on the west side of Washington Street between Walnut Street and Oak
Streets, as shown on Exhibit A attached; and
BE IT RESOLVED that the City Council further approves the conversion from
"yield" to "stop" control on Walnut Street at Washington Street, as shown on Exhibit A
attached; and
BE IT FURTHER RESOLVED, that the City of Lodi Traffic Resolution No. 97-148,
Section 4 "Angle Parking Areas" and Section 2 "Through Streets, Stop Intersections, and
Yield Intersections" is hereby amended by allowing angle parking on the west side of
Washington Street between Walnut Street and Oak Streets, and converting "yield" to
"stop" control on Walnut Street at Washington Street.
