AGENDA TITLE: Purchase of 30 Concealable Ballistic Vests for the Police
Department ($13,867.43)

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
purchase of 30 Safariland® Multi -Flex III -A concealable ballistic
vests with trauma plate and spare cover from LC Action Police
Supply of San Jose, under terms of their bid with the City of
Richmond, California, in the amount of $13,867.43.
BACKGROUND INFORMATION: The City's MOU with the police officers provides for a commitment
to maintaining a high standard of safety for the officers.
Replacement of the officers' ballistic vests under a three-year
replacement program assures that vests used by the officers will
always be covered under the manufacturer's 3 -year warranty.
In July, 1998, the City of Richmond solicited bids for the Safariland Multi -Flex Threat Level III -A vests,
the same vests established by the Lodi Police Department safety committee as standard issue for our
officers. LC Action Police Supply was the low bidder at $429 per vest (plus tax), including trauma plate,
a spare cover, and on-site measurement and fitting.
Lodi City Code Section 3.20.070 provides that bidding may be dispensed with when the City Council
determines that the purchase or method of purchase would be in the best interest of the City. By using
the City of Richmond's bid, the City of Lodi benefits from the volume pricing and saves the expense of
the bidding process. It is, therefore, staff's recommendation that the City Council authorize this
purchase from LC Action.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE PURCHASE OF THIRTY (30)
CONCEALABLE BALLISTIC VESTS FOR THE POLICE
DEPARTMENT
WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City
to do so; and
WHEREAS, in July 1998, the City of Richmond solicited bids for the Safariland®
Multi -Flex Threat Level III -A Vests, the same vests established by the Lodi Police
Department Safety Committee as standard issue for the officers; and
WHEREAS, replacement of the vests under a three-year replacement program
assures that vests used by the officers will always be covered under the manufacturer's
3 -year warranty; and
WHEREAS, by using the City of Richmond's bid, the City of Lodi benefits from

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve the purchase of the thirty (30) Safariland® Multi -Flex III -A
Concealable Ballistic Vests from LC Action Police Supply of San Jose, CA in the amount
of $13,867.43.
