BACKGROUND INFORMATION: In April, 1998, the City Council approved the purchase of Orcom Solutions software to replace the legacy utility billing software. The new software gives the City the opportunity to redesign the utility bill to meet the disclosure requirements of deregulation. A new high-speed, high-volume system printer will be required to handle the revised utility bill format. The Purchasing Division obtained the following three quotations for this printer: Orcom Solutions, Bend, OR $18,649.37 (20% off list price) Logical Design, Sacramento $18,649.37 IBM, Sacramento $19,048.39 (CMAS price, 19% off list) Although Orcom and Logical Design offered identical quotes, it is staff's recommendation to purchase the printer from Orcom Solutions because of the City's current relationship with Orcom (through the utility billing software and implementation). Nevertheless, i did receive CMAS pricing from one other supplier, and non-CMAS pricing from a third, which, with the price from Orcom, gives us the required three quotes. . Orcom's price is 20% off list, and is a delivered price (according to Doug Headrick at Orcom). IBM's CMAS price is 19% off list; Logical Design's price is 20% off list. The IBM 3130 sup- ports multiple printer data streams, multiple concurrent Interfaces, and provides exceptional paper handl- ing options. These functions com- bine with IBM's powerful Advanced Function Common Control Unit (AFCCU) to provide a printer which can support traditional Intelligent Printing Data Stream' (IPDS') envi- ronments. as well as local area network (LAN) environments. Shared Envirvraeents Today's environments require sup- port of multiple printer data streams. The IBM 3130 supports PostScript- Level 2. PCL403e, and IBM's traditional strength, IPDS. Native support of all three data streams means one printer can support both host and LAN appfica- tions. Data stream sensing and switching are also supported. Connectivity requirements are changing as well. The IBM 3130 supports: Standard high speed parallel in- terface Ethernet Interface 18.2 or 58Kbps SDLC interface • Token -Ring interface • Twinaxial Interface An Ethernet interface, the parallel interface, and one additional Inter- face may be concurrently active on the IBM 3130. Jobs may be re- ceived from the three active ports and directed to separate output stackers. Sharing interfaces and supporting multiple data streams does not equate to sharing paper sources or output stackers. While the four available input trays can be linked, they also can be dedicated to an application. Likewise, output stackers can be dedicated to an application or department. This flexible combination means up to three diverse application environ- ments can share the some physical printer, and still retain job sepa- ration all the way from the input tray to the offset stacker. Forms Flexibility User applications require forms flexibility. The IBM 3130 supports paper sizes ranging from 05, all the way up to ledger size. Legal, letter, A3, A4. and 64 papers are also supported. The IBM 3130 can also print on card stock and labels. All of the drawers in the base footprint can support all of the supported paper sizes. A 500 sheet side input tray supports A4 and tetter sizes. Up to four input trays are supported on the IBM 3130. Throe tray sizes are supported: 250, 500, and 2,000 sheets. All models support 3,000 sheets of paper from four input trays. Up to three output stackers can be installed on the IBM 3130; two 500 sheet offset stackers are standard and a 1,500 sheet offset stacker is optional. All models can be config- ured with all three output stackers, for a total output capacity of 2,500 sheets. Pedanmance Maintaining rated speed in a shared environment becomes crit- ical. This control unit supports printers as diverse as the IBM 3900 Advanced Function Duplex Printing System and the IBM 3130. This control unit in- cludes capabilities which were fea- tures on earlier control units, such as Advanced Function Image and Graphics and Decompression Per- formance Enhancement And; like previous control units, it can be ex- tended with new capabilities in the future. RESOLUTION NO. 99-48 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF IBM 3130-03S PRINTER FROM ORCOM SYSTEMS, INC. FOR THE CITY'S UTILITY BILLING AND CUSTOMER SERVICE FUNCTION WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, in April 1998, the City Council approved the purchase of Orcom Solutions Software to replace the Legacy Utility Billing Software; and WHEREAS, the new software gives the City the opportunity to redesign the utility bill to meet the disclosure requirements of deregulation, and a new high-speed, high- volume system printer will be required to handle the revised utility bill format; and WHEREAS, the Purchasing Division obtained three quotations for this printer as follows: Orcom Solutions, Bend, OR Logical Design, Sacramento IBM, Sacramento $18,649.37 (20% off list price) $18,649.37 $19,048.39 WHEREAS, it is staffs recommendation to purchase the printer from Orcom Solutions because of the City's current relationship with Orcom (through purchase of the utility billing software and implementation).
