AGENDA TITLE: Purchase of Compact Pickup Truck for Street Division ($14,750)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the
above project to Stan Morri Ford/Dodge of Tracy, in the amount of $14,754.55.
BACKGROUND INFORMATION: The City recently hired a Tree Operations Supervisor. This new position will
require transportation on a daily basis for field inspection and investigation
in the many areas that he will oversee. It was determined that a pickup
truck would best meet the day-to-day needs of the Tree Operations
Supervisor. The $17,000 estimate includes the purchase price of the pickup as well as the cost of other equipment
necessary to outfit this vehicle. Additional equipment includes a City radio, utility tool box, strobe light, fire
extinguisher, and other essential provisions.
We are rejecting the lowest bid from Stan Morri Ford/Dodge for a Ranger pickup because it does not meet our
specifications with respect to engine size. Although the next lowest bid, from S & C Ford, of $14,390.01 meets our
specifications, we will realize a greater resale value and a bigger payload by awarding to Stan Morri Ford/Dodge in
the amount of $14,754.55 for a Dodge Dakota pickup. Our specifications allow us to accept other than the lowest
bid.
Specifications for this project were approved on November 20, 1996. The City received the following six bids for this

A RESOLUTION OF THE LODI CITY COUNCIL
REJECTING NON-RESPONSIVE BID AND AWARDING CONTRACT
FOR COMPACT PICKUP TRUCK FOR STREET DIVISION
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on December 5, 1996 at 11:00
a.m. for Compact Pickup Truck for Street Division, described in the specifications therefor
approved by the City Council in November 20, 1996; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

• Non-responsive bid - equipment not as specified in regard to engine size.
WHEREAS, staff has reviewed the bids received, and although the next lowest bid, S & C
Ford meets the specifications, staff recommends rejection of that bid and award of the bid to Stan
Morri Ford/Dodge in the amount of $14,754.55 for a Dodge Dakota pickup because the City will
realize a bigger payload and greater resale value for an overall lower cost; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the non-responsive
bid from Stan Morri Ford/Dodge in the amount of $14,261.36 is hereby rejected, as is the bid from
S & C Ford, and the award of the bid for a Compact Pickup Truck for the Street Division, be and
the same is hereby awarded to Stan Morri Ford/Dodge in the amount of $14,754.55; and
