AGENDA TITLE: Approve Preparation of Plans and Specifications and Authorize Advertisement for
Bids for Granular Activated Carbon Filters at Water Well Sites 18 and 20

RECOMMENDED ACTION: That the City Council approve the preparation of plans and specifications
for the above project and authorize advertising for bids.
BACKGROUND INFORMATION: As part of the City of Lodi's DBCP litigation settlement, money was
received to pay for the design and construction of Granular
Activated Carbon (GAC) Filters at water well sites 18 and 20. The
settlement agreement also stated that the City must install GAC
filters at water well sites 18 and 20 before the City would receive any further funding for GAC filters at
other water well sites.
The engineering firm of Brown & Caldwell has done several DBCP studies for the City of Lodi and they
also prepared the plans and specifications for the City's first GAC filter installation at water well site 16.
This firm has also helped the City in the preparation of the plans and specifications for the GAC filters
at water well sites 4, 22 and 23. In order to expedite the bidding of this project, staff is recommending
that the City again use Brown & Caldwell to design the GAC filters for water well sites 18 and 20. They
estimate it will take them 60 days to prepare the contract documents.
Preparation of the plans and specifications for the GAC filters at water well sites 18 and 20 will cost
$46,000. Brown & Caldwell has also given the City a conservative estimate of $1,200,000 for the
construction of the filters at the two sites.
Staff is now recommending that Council approve the preparation of the plans and specifications by the
same consultant (Brown & Caldwell) who designed the previous GAC filter system installations in Lodi,
and authorize advertising for bids for GAC filters at water well sites 18 and 20. After Council approval of
this recommendation, it will take approximately seven months to complete the installation of the filters.
This scheduling will allow us to use these wells to meet our peak summer demands.
The plans and specifications will be on file in the Public Works Department after February 1, 1997.
FUNDING: The money for this project will be coming from the Water Utility Fund. A request for
appropriation of funds will be made at contract award.
