Evans, Assistant to the City Manager RECOMMENDED ACTION: That City Council conduct a public hearing regarding unmet transit needs. BACKGROUND INFORMATION: In order to use Transportation Development Act (TDA) funds for street improvements, and to properly allocate funds for transit purposes, it is necessary to reasonably satisfy any unmet transit needs. The San Joaquin County Council of Governments (COG) requires all agencies to hold annual public hearings to solicit input from citizens regarding unmet transit needs. To ensure extensive input, two hearings have been scheduled: one at 9:30 a.m., November 14 at Hutchins Street Square, 125 South Hutchins Street, and one at this regularly scheduled City Council meeting. The Assistant to the City Manager, Kirk Evans, has conducted an administrative hearing at Hutchins Street Square. A summary of that meeting has been prepared (see blue sheets) and will be made an official part of the minutes of this meeting. Free Dial -A -Ride service has been provided for both meetings. The Mayor should open this meeting to hear comments from the public regarding unmet transit needs in the City of Lodi. A COG staff member, Kwame Reed, will make actual recommendations to the COG Board of Directors regarding the City of Lodi's unmet transit needs. Perrin City Clerk Telephone: (209) 333-6702 NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Thursday, November 14, 1996 at the hour of 9:30 a.m., or as soon thereafter as the matter may be heard, the City of Lodi will conduct a Public Hearing at the Hutchins Street Square, North Hall, 125 South Hutchins Street, to obtain citizens' comments on unmet transit needs within the City of Lodi. NOTICE IS FURTHER GIVEN that this public hearing will be continued to November 20, 1996 at the hour of 7:00 p.m. in conjunction with the regular meeting of the City Council at the Carnegie Forum, 305 West Pine Street, Lodi. All interested persons are invited to present their views and comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may be made at said hearing. If you challenge the subject matter in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice or in written correspondence delivered to the City Clerk, P.O. The Administrative Hearing is being held this morning at a time more convenient for many transit passengers. Another hearing will be held at a regularly scheduled City Council meeting November 20, 1996 @ 7:00 p.m.. Mr. Evans then opened the meeting to comments from the public. Questions from the public: • Will there be a time soon when more GrapeLine service will be offered? Mr. Evans responded that when considering system expansion, it is important to ensure availability of sufficient Federal and State Transit funds to finance the system over the long term. Federal operating funds are being cut back nation-wide. The impact of this trend on the City of Lodi transit system must be considered when planning for the future. Will service be expanded to the northeast and southeast sectors of Lodi? There is a need around Lawrence School and along Cherokee Lane. Mr. Evans indicated there is potential to extend Route 1 down Lockeford, Calaveras and Stockton Streets, where it would reconnect with its current route down Turner Road. This would serve well the Lawrence School region and the Grape Festival facility. Discussion and suggestions were made to expand existing or add additional routes. + Will there be a route that includes the Casa de Lodi Mobile Home Park? ♦ Is it possible to install fare collection devices on Dial -A -Ride? It would be more convenient for some passengers to pay fares vs. using tickets. ♦ Can the Saturday schedule for busy routes run every 45 minutes as opposed to the '/ hour schedule currently in place? Buses on Routes 2 & 4 prove to be more dependable if they run on a 45 minute schedule. ♦ Mr. Evans asked if passengers noticed any difference in service since Dave Transportation Services accepted responsibility for system operation. People responded the drivers are very courteous and helpful, and service remains. very satisfactory. They see no difference. ♦ Mr. Evans pointed out the foggy season will soon be here. Fog does disrupt the schedule, making it necessary to make small adjustments 'and refinements for safe operation. ♦ Transit Consultant, Mr. James Brown, indicated- recommendations for refinements to the transit system route map and schedule will be forthcoming to the Lodi City Council. ♦ There were no further comments or questions and the meeting adjourned at 10:15 a.m. Mr. Evans received one telephoned comment from the Lodi Activity Center (located close to Cherokee Lane @ Pine Street) requesting one GrapeLine stop at that site and another close to Salas Park where Aspen Grove and Century Blvd. meet. A letter requesting transit service from California Waste Removal Systems is also attached. Pine Street Lodi, California 95241 Dear Mayor Warner, C/6'� ti ay 1 f f9 °L 96 As a follow up to our conversation November 13th conceming unmet transit needs in the City of Lodi, I would like to go on record requesting on behalf of the employees of California Waste and myself as a local resident, the desire to have the local bus service, Grapeline, extended out to 1333 E. Turner Road. As you know there are in excess of 180 employees who daily travel the streets of Lodi to come to work at California Waste. In addition, 200 customers come to our facilities every day. This combined with the surrounding needs of other local businesses such as Pacific Coast Producers, Concrete, Inc., as well as the residents of Casa de Lodi, I believe makes extending the Grapeline to this area a great benefit to the entire community.
