COMMUNICATION 4 \ AGENDA TITLE: Request for Marked Pedestrian Crosswalk Across Turner Road at Casa de Lodi 4 4 MEETING DATE: November 20, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council review the following report regarding the installation of a marked pedestrian crosswalk across Turner Road at Casa de Lodi and take no action. BACKGROUND INFORMATION: The following report has been prepared based on a Council Member's request following a citizen's complaint. The request is for the installation of a marked pedestrian crosswalk across Tumer Road at Casa de Lodi to accommodate pedestrian traffic between the two sections of the mobile home park. Since similar issues have been recently reviewed with the City Council, the following report only includes additional information about this location and omits the background material regarding marked pedestrian crosswalks. EXISTING CONDITIONS: Tumer Road is a two-lane arterial street (with sufficient width for four lanes) with vacant land and industrial uses located east of Casa de Lodi. The Highway 99 frontage road, ramps and overpass are located to the west. Traffic volumes are approximately 3,500 vehicles per day. The speed limit is 45 mph. Available accident data from 1987 to the present indicates there has been no pedestrian - related accidents at this location. A pedestrian waming sign has been installed based on prior complaints. Staff has previously met with residents of Casa de Lodi and discussed several traffic issues including traffic speed, stop controls at the Turner Road/Beckman Road/ramp intersection and sight distance problems. We have promised to bring back a complete study of the street segment prior to the next Turner Road paving project, which is scheduled for 1997. The reason for this is that one viable solution to these problems is the installation of a two-way left -turn lane and bike lanes which would have the effect of narrowing the wide travel lanes, thereby reducing speeds. Staff has serious reservations about installing a mid -block pedestrian crosswalk, particularly at this location. The false sense of security encouraged by painted lines combined with the mobility impairments of many of the Casa de Lodi residents makes for a potentially worse safety problem than presently exists. RECOMMENDATION: Staff recommends that no action be taken now and that the issue be included in the overall study of this segment of Turner Road in early 1997.
