DaclVriag intention of the Board of Trust -,as of the City of Lodi, to have an official census tasen of tha City, to asertain if the population is sufficient to intitle the City of Lodi to a freeholders charter. Constitution WHEREAS: T'ne� of the State of California has M a law providing that Cities having a. population of 3500, may if they so elect, adopt a freeholders charter, which if approved by the Lagislature of the State, w i 11 beeorue the organic law of the City. And, wHEREAs: It is the opinion of this board, that a freeholders charter could give a better form of goverwrient than vie now nave and would be in the line of progression. Therefore be it RESOLVED: That it is the Intention of thes board to nave a census taken of the City's population, and if it is found. that the population is 3500 or more, this board will direct that a Board of Freeholders be elected by the people at the next municipal election to draft a charter to be submitted to the electors of this City at a special election, for their approval or disapproval. And be i,C further RESOLVED: That Trustee Deaver be authorized Lo proceed with the work of taking the the census of this City, that he be unpowered to appoint anuiLarators, prepair necessanj blares and super— vise the work at the expense of the City of Lodi. ------o------- I, E. Gentlemen :— Having been authorized to appoint enumerators and :supervise the taking of the census of the City, I beg to make the following report. I divided the City into 6 sections and appointed six eniu:neratc,,)rs as follows, Mrs. Isabelle Wright, Mrs. E -a A. Benedict, Chas, E. Durston, John Bauer, Okey L. Bennett and Perry Jackson, F�ach of whoirt has completed the canvas of the territory allotted them and have made affidavit to the corr ectness of their returns, said affidavit being attached hereto.
