HomeMy WebLinkAboutAgenda Report - November 6, 1996 (83)CITY OF LORI COUNCIL COMMUNICATION AGENDA TITLE: Authorize to solicit bids for Water Rescue and Confined Space Equipment for the Fire Department Technical Rescue P MEETING DATE: November 6, 1996 PREPARED BY: Interim Fire Chief RECOMMENDED ACTION: That the City Council authorize the Fire Chief to solicit bids for the purchase water rescue and confined space rescue equipment for the fire department technical rescue program. BACKGROUND INFORMATION: This is the acquisition phase of a capital budget request approved in the 1995-97 budget for the purchase of Technical Rescue Equipment to be used for the Water Rescue and Confined Space Rescue programs within the fire department suppression division. The Water Rescue Program will go into effect upon completion of the purchase of those items listed. The training portions of the program and the operating guidelines have been completed. This request for acquisition of equipment will complete the essential elements to enhance service delivery to the Public. The San Joaquin Fire Chiefs Association approved the program currently in place in 1995. The Lodi Fire Department will become the fourth agency within the County to meet those objectives. The Confined Spaces Program was established in 1995 as a result of a State mandate administered by O.S.H.A. dealing with emergency rescue in confined spaces. The equipment and training portions of the program were partially funded in the 1994-95 budget year. This request for acquisition of equipment will complete the equipment requirements needed for full program implementation as currently outlined as a result of an OSHA audit of the program made at the Mokelumne Fire District Headquarters. Full implementation of this program will provide rescue services to several industries within the City limits; City owned properties; CalTrans properties and areas within the immediate influence of the City such as local wineries (etc.). The Lodi Fire Department response capability will serve as a model within the County for this service. This program will be submitted to the San Joaquin Fire Chiefs Association for County wide adoption. FUNDING: General Fund purchase approved in the 1995-97 Capital budget.
