HomeMy WebLinkAboutAgenda Report - November 6, 1996 (93)AGENDA TITLE: Rejection of Nonresponsive Bids and Contract Award for White Slough Water Pollution Control Facility Emergency Automatic Transfer Switch Replacement ($142,430) MEETING DATE: November 6, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution rejecting the bids from Central Sierra Electric, Collins Electric and B&H Electric as being nonresponsive and awarding the contract for the above project to Con J. Franke Electric, of Stockton, in the amount of $142,424 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project will replace the existing twenty -year-old emergency automatic transfer switch. The transfer switch was severely damaged five years ago when worn contacts shorted out. Since then, routine maintenance shows further deterioration is occurring. When the unit was last repaired, it was discovered that parts were unavailable and had to be manufactured. This becomes prohibitively expensive with further age and as more parts are needed. Additionally, manufacturing parts results in severe time delays during which the facility would have to function without an alternate power source as mandated by our discharge permit. Plans and specifications for this project were approved on July 3, 1996. The Notice Inviting Bids indicated that bids would be received until 11 a.m., July 24, 1996. No bids were submitted to the City by the 11 a.m. deadline. Our consultant, Geib Engineering, contacted various contractors to find out why they did not bid the project. He then revised the specifications to give the contractor more options for providing a secondary power source for the treatment plant during construction and we rebid the project. Bids were opened on September 25, 1996 and the City received five bids. Geib Engineering reviewed the transfer switches each of the bidders planned to use on this project. The recommendation from Geib Engineering is that the bids from Central Sierra Electric, Collins Electric and B&H Electric be rejected as being nonresponsive bids and that the contract be awarded to Con J. Franke Electric. Central Sierra Electric, Collins Electric and B&H Electric all informed Geib Engineering that their quote was based on a proposal from Zenith that took exception to several items in our transfer switch specifications This Zenith transfer switch will not allow the City to work on the switch without shutting down the entire treatment plant. Con J. Franke plans on using a Cutler - Hammer transfer switch which includes the capability of isolating and bypassing the unit so that maintenance can be done on it without losing power to the treatment plant. Zenith also makes a transfer switch that allows the switch to be isolated and bypassed but this feature was not included in Zenith's proposal to the bidders. Zenith's quote would have been substantially higher had the isolation feature been added. APPROVED: e H. Franke Electric in the amount of $142,424. WHEREAS, bids were to be received on July 24, 1996 and no bids were submitted; and WHEREAS, the City's consultant, Geib Engineering, contacted various contractors to find out why bids were not submitted for this project; and WHEREAS, Geib Engineering then revised the specifications to allow more options for providing a secondary power source for the treatment plant during construction, and the project was then rebid; and WHEREAS, bids were opened on September 25, 1996 and five bids were received; and WHEREAS, Geib Engineering then reviewed the transfer switches each of the bidders planned to use for this project and found that bids from Central Sierra Electric, Collins Electric and B&H Electric bids were based on a proposal from Zenith which took exception to several items in the City's transfer switch specifications; and WHEREAS, the Zenith transfer switch would not allow the City to work on the switch without shutting down the entire treatment plant; and WHEREAS, it is the recommendation of Geib Engineering that the bids from Central Sierra Electric, Collins Electric and B&H Electric be rejected as being nonresponsive bids, and that the project be awarded to Con J. Franke Electric in the amount of $142,424.00. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the non-responsive bids from Central Sierra Electric, Collins Electric and B&H Electric are hereby rejected and the award of the contract for White Slough Water Pollution Control Facility Emergency Automatic Transfer Switch Replacement, be and the same is hereby awarded to Con J. Franke Electric in the amount of $142,424.00; and BE IT FURTHER RESOLVED that $160,000.00 be appropriated from the Sewer Reserve Fund to cover this project.
