HomeMy WebLinkAboutAgenda Report - October 16, 1996 (51)AGENDA TITLE: Contract Award for Central City Revitalization Downtown Underground Utilities Improvements ($351,410) MEETING DATE: October 16, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to Crutchfield Construction Company, of Stockton, in the amount of $351,406 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project consists of trenching and installing approximately 2,200 lineal feet of various water mains, sewer pipes, and storm drain pipes, bursting and upsizing 1,400 linear feet of existing 6 -inch sewer pipe in four alleys to 8 -inch sewer pipe, and other incidental and related work as shown on the plans and specifications for the above project. The limits of the project are as follows: Alley south of Pine Street, Church Street to School Street (sewer) Alley south of Oak Street, Church Street to School Street (sewer) Alley south of Walnut Street, School Street to 200 feet east of School Street (sewer) Alley south of Elm Street, Church Street to School Street (sewer) Oak Street, School Street to Sacramento Street (water and storm drain) School Street, Pine Street to alley south of Locust Street (sewer) School Street, Alley south of Oak Street to Oak Street (sewer) School Street, Lodi Avenue to Walnut Street (water and sewer) Lodi Avenue, School Street to Sacramento Street (water) This project is considered part of the Downtown revitalization. It improves major underground utilities before the installation of the new sidewalk, pavement, and landscaping in the Downtown area. Plans and specifications for this project were approved on September 18, 1996. Dixon Flynn -- City Manager` so 10/10!96 Contract Award for Central City Revitalization Downtown Underground Utilities Improvements ($351,410) October 16, 1996 Page 2 Because of the need to complete the underground utilities before the start of the Downtown reconstruction, the contractors all anticipated additional crews and overtime work to complete the project within the thirty days allowed in the specifications; therefore, bids for the project are considerably higher than the Engineer's Estimate. The bid price from the low bidder is reasonable given the low spread among the bids ($22,000, less than six percent). Staff is recommending Council award the project to Crutchfield Construction Company. Chang, Associate Civil Engineer JLR/LC/Im Attachment cc: City Attorney Purchasing Officer Water/Wastewater Superintendent Economic Development Coordinator Downtown Revitalization Coordinator RESOLUTION NO. 96-154 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT FOR CENTRAL CITY REVITALIZATION DOWNTOWN UNDERGROUND UTILITIES IMPROVEMENTS WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on October 9, 1996 at 11:00 a.m. for the bid for Central City Revitalization Downtown Underground Utilities Improvements, described in the specifications therefore approved by the City Council on September 18, 1996; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Bid Engineers Estimate $310,010 Crutchfield Construction Company, Stockton $351,406 Teichert Construction, Stockton $369,513 Richard Cox Construction, Inc., Redding $372,802 WHEREAS, the City Manager recommends award of the Bid for Central City Revitalization Downtown Underground Utilities Improvements, be made to the low bidder, Crutchfield Construction Company of Stockton, CA and NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for Central City Revitalization Downtown Underground Utilities Improvements, be and the same is hereby awarded to Crutchfield Construction Company of Stockton, CA, the low bidder, in the amount of $351,406.00.
