RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above
project to Armstrong's Engineering and Building, of Jamestown, in the amount of
$139,149.00 and appropriate funds in accordance with the recommendation shown
below.
BACKGROUND INFORMATION: This project consists of installing 2,900 lineal feet of 6 -inch and 8 -inch water main
on Turner Road and Laurel Avenue, and within Lodi Lake Park. This project
completes some Water Master Plan improvements within the Lodi Lake area
and provides service taps for future automated sprinkler systems within
Lodi Lake Park and service taps along Laurel Avenue. Though the bid prices were somewhat higher than the
engineer's estimate, the cost for the majority of the bid items of the low bidder were comparable with our estimate.
One item, the 8 -inch water main, the main pipe quantity in the project was 25 percent higher than our estimate. It is
possible that the bidders, on the whole, feel digging in the Park, with all the roots and old paving, may represent more
work than we estimated and, therefore, the higher cost. Three of the bidders were from out of the area and possibly
unfamiliar with our soil conditions. No local construction company bid the project, although the project was advertised
locally as usual. Though the total price is higher than our estimate, based on the range of the bids, none are so out of
line as to not consider them valid bids.
Plans and specifications for this project were approved on September 4, 1996. The City received the following five

The difference between the bid amount and the appropriation allows for contingencies and direct expenses for

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR WATERMAIN INSTALLATIONS,
TURNER ROAD AND LAUREL AVENUE, AND LODI LAKE PARK
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council sealed bids were received and publicly opened on September
25, 1996 at 11:00 a.m. for Watermain Installations, Turner Road and Laurel Avenue, and
Lodi Lake Park, described in the specifications, therefore approved by the City Council on
September 4, 1996; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for Watermain
Installations, Turner Road and Laurel Avenue, and Lodi Lake Park, to the low bidder,
Armstrong's Engineering and Building of Jamestown, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the bid for Watermain Installations, Turner Road and Laurel Avenue, and Lodi Lake Park,
be and the same is hereby awarded to Armstrong's Engineering and Building of
Jamestown, CA, the low bidder, in the amount of $ 139,149.00; and
FURTHER RESOLVED that $168,000.00 be appropriated from the Water Capital
Outlay Fund to cover this project:
