RECOMMENDED ACTION: That Mayor Warner present a proclamation proclaiming the month of October, 1996
as "Domestic Violence Awareness Month" in the City of Lodi.
BACKGROUND INFORMATION: Mayor Warner has been requested to present a proclamation proclaiming the
month of October, 1996 as "Domestic Violence Awareness Month" in the City
of Lodi. Lois Borchart with the Women's Center will be present to accept the
proclamation.
FUNDING: None required.

Domestic Violence Awareness Month
Whereas:
Domestic violence is a serious crime that affects people of all races, ages, income levels,
and sexes;
Whereas:
The crime of domestic violence violates an individual's privacy, dignity, security, and
humanity, due to the systematic use of physical, emotional, sexual, psychological, and
economic control or abuse;
Whereas:
The Women's Center of San Joaquin County has provided shelter for 536 women and
children escaping violence in 1995-96 and the Lodi office of the Women's Center has
served 226 new victims;
Whereas:
Children who grow up in violent homes are abused and neglected at a rate 1500% higher
than the national average;
Whereas:
Domestic violence costs the nation between $5billion and $10 billion annually in medical
expenses, police and court costs, shelters and foster care, sick leave, absenteeism and non -
productivity;
Whereas:
Only a coordinated community effort will put a stop to this heinous crime;
Now, Therefore:
I, Mayor of the City of Lodi do hereby proclaim the month of October 1996 as Domestic
Violence Awareness Month and urge all citizens to participate actively in programs and to
work toward the elimination of violence in families and the City of Lodi.
