HomeMy WebLinkAboutAgenda Report - October 2, 1996 (47)SOF( U�COUNCIL COMMUNICATION 4C/FOFtC� AGENDA TITLE: Purchase of Three Police Patrol Vehicles ($69,610) MEETING DATE: October 2, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the purchase of three police patrol sedans under the State of California, Office of Procurement Contract for 1996 Model CHP Class -E special service vehicles from Downtown Ford of Sacramento, for a total of $68,110; authorize associated costs to equip the three vehicles for service at $1,500; and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: The patrol sedan we now use is the Ford Crown Victoria 4 -door sedan, CHP special service vehicle. Six police patrol sedans were included in the 1996/97 budget. Downtown Ford of Sacramento has the State contract for 1996. The 1997 contract will not be awarded for another month or two. Normally, we would order the budgeted vehicles under the 1997 State Contract in November/December 1996 for delivery in early summer 1997. There have been two incidents prompting staff's request to replace these units prior to the normal schedule: 1) Recently, patrol Unit 05-013 was struck by a drunk driver. The damage to this vehicle is significant ($3,200+). Fortunately, Unit 05-013 is the next patrol sedan due for replacement. It has an odometer reading of 91,855 and accumulated maintenance and repair costs of $8,738. Purchasing an emergency replacement now, rather than waiting for delivery of a 1997 unit between May and July 1997, is recommended. 2) Also, a Police Partners sedan, Unit 05-101, sustained major engine damage when it overheated en route to Sacramento. Repairs are estimated to cost approximately $1,300. This unit, a 1988 Ford Taurus, has an odometer reading of 145,429. It was donated to the Police Partners Program on December 6, 1994 (with 115,500 miles) as one of the original Partners vehicles. Additionally, Police Partners Unit 05-104, a donated 1987 Dodge Caravelle with 149,792 miles and accumulated maintenance/repair costs of $1,862 (in one year), also needs to be replaced. ALTERNATIVES To address these issues, staff sees three alternatives. We are recommending the first one: Alternative One: Replace all three vehicles now. Downtown Ford has only nine new 1996 Crown Victorias still available for purchase through the 1996 State Contract. They are holding three for us until Thursday, October 3, 1996, pending Council's action. The Police Department, when it started the Partners Program, recognized the need for donated vehicles in order to have an effective operation. Now that two of these sedans need replacing, we are asking that the City donate two older, but reliable vehicles with secondary -use potential from the City fleet. This will provide the Partners Program with two vehicles in the 50,000-100,000 mile range, rather than cars with 100,000-150,000+ on the odometer. APPROVED: . C _ i H. Both can still serve a productive secondary use in the Police Partners fleet. The Chiefs car, 05-003, is a 1989 Dodge Dynasty 4 -door sedan with 82,411 miles, accumulated maintenance/repair costs of $3,340, and a blue book value of approximately $4,900. The Operations Division Commander's car, 05-018, is a 1988 Oldsmobile Delta 88 with 48,305 miles and accumulated maintenance/repair costs of $4,055. Its blue book value is approximately $5,335. The Police Department would like to replace both of these vehicles with Crown Victorias equipped similarly to the patrol sedans but painted monotone rather than black and white. This would provide two backup vehicles that could be readied for service quickly if other patrol sedans are damaged beyond repair. NOTE: In the past, the City's practice was to have at least one "spare" patrol sedan available for emergency replacement. We presently do not have a "spare" but Council's approval of this purchase would provide a large step in that direction. We are recommending that the City Council authorize the ordering of three 1996 Ford Crown Victoria sedans to replace 05-003, 05-013 and 05-018. We are also asking for authorization to contract for labor to remove and reinstall existing emergency equipment (i.e., back seat, protective screen, light bar, siren, shotgun rack, radio rack, push bumper, two-way radio, etc.) at approximately $1,500. Finally, authorization is requested to either dispose of the old, used Police units 05-013, 05-101 and 05-104, and any unusable emergency equipment through Roger Ernst and Associates (auctioneers) of Modesto, or sealed bid auction. Funds received from the sale of these vehicles should be deposited into the Equipment Replacement Fund. Alternative Two: Replace patrol Unit 05-013 now, on an emergency basis. Require the Police Department to find two donated vehicles to replace 05-101 and 05-104 and continue to operate both 05-003 and 05-018 as is until their normal replacement schedule next year. Alternative Three: Replace patrol Unit 05-013 now, on an emergency basis. Find other vehicles from within the City fleet that would qualify for secondary use as Police Partners vehicles. We do follow this practice when possible (i.e., a retired Police patrol unit was just put in secondary -use service for the Community Improvement Officer) but currently no vehicles are available. NOTE: The Police Department will be coming back to Council to approve the purchase of the remaining five budgeted patrol sedans for 1997 when the State contract is awarded in one to two months.
