AGENDA TITLE: Approve Preparation of Plans and Specifications and Authorize Advertisement for
Bids for Standby Generators at Water Well Sites 22, 23 and 24

RECOMMENDED ACTION: That the City Council approve the preparation of plans and specifications
for the above project and authorize advertising for bids.
BACKGROUND INFORMATION: During the August 10, 1996 power outage, the City of Lodi's water
system was being run by five standby generators. This caused our
water system pressure to drop near zero. Our Water Master Plan
recommends that the City have standby power at one-third of our
well sites. The City currently has twenty-four wells; thus, we need a minimum of eight standby
generators. Of the five generators that were running on August 10, two are over fifty years old and
those two are very unreliable with replacement parts unavailable. The remaining three generators were
installed last winter at well sites 7, 9 and 16 and a fourth generator is being installed as part of the
same contract at well site 5. A fifth new generator will be installed with the water tank project at well
site 4R which is currently under construction.
Public Works staff has reviewed all the well site locations with the Electric Utility Department and
selected water well sites 22, 23 and 24 as the sites that will give the City the best pressure distribution
in the water system while taking into consideration other factors such as noise attenuation requirements
and the availability of other sources. For example, the Electric Utility Department is developing plans to
provide power from the NCPA turbine plant on Turner Road to run well sites 1R and 11 R during a
prolonged outage. During an extended duration outage, with new generators, well sites 1 R and 11 R
would provide additional water to the system over and above the flow from the eight well sites.
The design of the new generator for well site 24 will cost approximately $6,000. We have preliminary
designs for well sites 22 and 23. Our consultant estimates it will cost another $7,500 to complete the
plans and specifications for generators at these two sites and bid the project. Results from our
previous bids indicate the new generators will cost the City about $100,000 each.
The Water Fund has recently received $3 million as a result of the DBCP litigation settlement. This
reimbursement for past expenses means funds are now available to complete this project as opposed
to phasing it out over a number of years. Staff is now recommending that Council approve the
completion of the design work by the same consultant (Carl Geib) who designed the previous
installation, the preparation of plans and specifications, and authorize advertising for bids for three new
standby generators at well sites 22, 23 and 24. After Council approval of this recommendation, it will
take approximately ten months to complete the installation of the generators.

FUNDING: The money for this project will be coming from the Water Utility Fund. A request for
appropriation of funds will be made at contract award.
