HomeMy WebLinkAboutAgenda Report - September 4, 1996 (31)4 I. 4 CITY OF LODI COUNCIL COMMUNICATION r � � AGENDA TITLE: Project Agreement for Bicycle and Pedestrian Safety Program Grant MEETING DATE: September 4, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution supporting the project and authorizing the City Manager to execute the Project Agreement, PS9706, for the Office of Traffic Safety (OTS) Bicycle and Pedestrian Safety Program Grant. BACKGROUND INFORMATION: At the May 1, 1996 City Council meeting, Public Works Department staff informed Council that we received preliminary approval for funding of a bicycle and pedestrian safety program. With the adoption of the Bicycle Transportation Master Plan (BTMP) and the installation of new bicycle lanes, staff felt this would be a good opportunity to begin a safety program due to the increase of bicyclists. The Public Works Department staff sent a Bicycle and Pedestrian Safety Program proposal to OTS in January 1996 for a $36,000 project. We were notified that OTS increased the project amount to $50,000. The project will begin in October 1996 and end in December 1998. The Program will be a joint effort between the Public Works and Police departments. The departments will create an interactive traffic safety program to educate school-age children on pedestrian and bicycle issues. The Program will be designed to target kindergarten through sixth grade students. The Public Works Department will prepare and distribute "suggested routes to school maps" for the children, teachers and parents to use to determine the suggested routes to and from school. We will be creating a certificate program for elementary school students to be able to get free bicycle helmets and we plan to distribute over 250 helmets. We also will be administering bicycle rodeos to create a fun environment to test and educate the students on their bicycle safety skills. We expect this program to impact 3,800 elementary -age children. The program will also include a public relations campaign on bicycle and pedestrian safety. One of the main reasons OTS recommended funding for this Program is that the City is listed as having a high number of bicycle accidents as compared to similar size cities. Out of 85 similar size cities, the City of Lodi was ranked as the sixth city with the highest number of bicycle accidents. We were ranked as the thirty-ninth city with the highest number of pedestrian accidents. Our main objective of this project is to reduce bicycle and pedestrian collisions by providing a practical program to educate young pedestrians and parents. BE IT RESOLVED that the Lodi City Council hereby supports the Bicycle and Pedestrian Safety Program; and FURTHER RESOLVED that the City Manager is hereby authorized to execute Project Agreement No. PS9706 with the Office of Traffic Safety.
