AGENDA TITLE: Resolution of the Lodi City Council Declaring Support for the Conversion of the
Former Stockton Developmental Center to the California State University,
Stanislaus Stockton Center
MEETING DATE: September 4, 1996
PREPARED BY: . Assistant to the City Manager
RECOMMENDED ACTION: That City Council approve the attached resolution supporting
Conversion of the Former Stockton Developmental Center to the
California State University (CSU), Stanislaus Stockton Center.
BACKGROUND INFORMATION: In April 1996, the California Department of Developmental Services
closed the Stockton Developmental Center. CSU Stanislaus submitted
a plan for converting the 102 acre site into a campus that would be
called the California State University, Stanislaus Regional Center for
Educational and Human Services. Transferring control of the land from one state entity to another allows
creation of this facility in the simplest and fastest manner possible. CSU's plan suggests this new higher
education center would be a collaborative effort involving CSU, California Department of General
Services, City of Stockton, San Joaquin County, and local higher education institutions as well as health
and social service providers.
There are several strong reasons for establishing a four-year state university in Stockton:
1. The population of San Joaquin County is expected to increase form 483,800 in
1990 to 778,400 (a 60% increase) by the year 2010.
2. Only 14 percent of adults in San Joaquin County have a college degree
compared with 24 percent in California.
3. Affordable, accessible higher education is closely linked to gainful employment.
4. The proposed transfer of land would convert unused state-owned property to
an economically beneficial use for the surrounding community.
5. The center would provide a way for that portion of the work force residing in the
City of Lodi to upgrade their skills and productivity.
