HomeMy WebLinkAboutAgenda Report - September 4, 1996 (43)CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Contract Award for Rental of Safety Clothing for the Electric Utility Department MEETING DATE: September 4, 1996 SUBMITTED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for rental of safety clothing to the sole bidder Valley Industrial Service, 7620 Wilbur Way, Sacramento, CA 95828, in the approximate amount of $12,500 annually ($21,000 had been budgeted). BACKGROUND: On August 7, 1996, the City Council approved the specifications and authorized advertisement for bids on the rental of safety clothing. Bid forms were sent to four suppliers. One bid was submitted and opened on August 20, 1996. The supplying of safety clothing will put the City of Lodi Electric Utility Department in compliance with Fed OSHA and Cal OSHA regulations that require employees working on or near energized electric equipment to wear clothing that will not ignite and continue to burn when exposed to an electric arc. The $12,500 annual amount has been estimated. The exact amount will be determined by the number of safety clothing units rented and turned in each week for cleaning. The hazards associated with working on energized electric transmission and distribution systems requires protective clothing which contain no synthetic materials. Currently, the industry practice is to wear a layer of upper body clothing and denim jeans. This practice will continue, however, the addition of flame resistant material will add an additional margin of safety. Electric Utility Department policy will require that employees working on energized equipment wear Indura® treated shirts provided under this contract. The provision of denim pants under this contract is somewhat more problematical. Due to the nature of overhead distribution work, the wearing of comfortable clothing is paramount, Even though the danger of electrical burns is ever present, a more common threat persists in the fact that electric linemen are performing complex tasks ti while suspended 30 feet or more above the ground by the use of two one and one half inch steal spikes located in the ankle area of their boots (as illustrated to the right). For this reason, the contract also provides for the cleaning of non- contract provided denim jeans. It is therefore proposed that the Electric Utility Department reimburse or purchase denim pants appropriate to the needs of its employees. The denim pants will remain the property of the Department. The lifespan of Department provided denim pants is in the range of two to three years and would add approximately $2,450 to the cost of the safety clothing contract on an annual basis. This margin is less than the cost of a typical pole climbing injury incident. FUNDING: Funding is budgeted in the Electric Utility Construction and Maintenance Division operating fund. It has been noted the City of Lodi reserves the right to accept all or part of this bid, to reject any or all bids, or to accept other than the lowest bid. Safety clothing listed below are to be in accordance with the City of Lodi specifications attached hereto. The bidder will submit a detailed list of any and all exceptions taken to these specifications. In the absence of such a list, it will be understood that the bidder's proposal is based on strict conformance to the specifications in all respects. All exceptions taken will be evaluated, and a determination as to acceptability of the exceptions will be made by the City of Lodi before the award is made.
