HomeMy WebLinkAboutAgenda Report - August 21, 1996 (40)CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: HIRE ONE ADDITIONAL POLICE OFFICER FROM THE FEDERAL CRIME BILL GRANT DATE: AUGUST 21, 1996 PREPARED BY: LARRY D. HANSEN, CHIEF OF POLICE RECOMMENDED ACTION: Authorize the hire of one (1) additional Police Officer under the Federal Crime Bill Grant, with City funding match of $73,607 over a three year period (i.e. Year 1 - $12,035; Year 2 - $27,036; Year 3 $34,537). BACKGROUND INFORMATION: The City Council has previously authorized and budgeted for the Grant Matching Funds for five (5) Police Officers to form a Street Crimes Unit in the 1995-96 Fiscal Year Budget. (Refer to Page H-28 City Budget.) In January of 1996, the Community Oriented Policing Office (COPS) notified LPD that one of the five requested Police Officers would be funded during the First Round Funding. LPD subsequently notified the COPS Office that we would not accept the one officer, as a five (5) officer minimum was needed to implement a Street Crimes Unit. In June of 1996 the COPS Office notified Lodi Police Department the Street Crimes Unit would be fully funded with five officers authorized. The COP'S Office further authorized Lodi Police Department to retain the additional one officer previously funded in January, if the City of Lodi would meet the additional City funding match of $73,607 over three years. Approximately five years ago, the Police Department applied for and was unsuccessful in obtaining a State Grant to form a two -person Gang Unit. Recognizing the importance of a Gang Unit, the Unit was formed without the additional officer being hired. The Police Department has worked for several years with a one -officer shortage in the Patrol Division when a gang Unit was formed. This Federal Grant would allow us to replace that vacant Patrol slot.
