HomeMy WebLinkAboutAgenda Report - August 21, 1996 (54)CITY OF LODI COUNCIL, COMMUNICATION AGENDA TITLE: Consider approving a funding transfer to replace $16,973 in CDBG funds with $16,973 in HOME funds for Habitat for Humanity's project at 403 South Garfield Street MEETING DATE: August 21, 1996 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the City Council approve the requested transfer of HOME funds to replace CDBG funds. The total cost of the project will remain $40,258. BACKGROUND INFORMATION: The initial budgeted amount available for the project at 403 South Garfield Street was $45,000 in CDBG funds. The actual cost will be $40,258. The project consists of purchasing the property at 403 South Garfield Street and paying for other related costs. Habitat for Humanity will then build a single family home on the property for a low income family. Upon submitting our request for payment to San Joaquin County, we were notified that, according to the Federal regulations, $16,973 of the project costs were ineligible to be paid for with CDBG funds. However, the costs in question, i.e., building permit fees, curb, sidewalk and handicap ramp installation, sewer service and sewer tap fees, LUSD school fees, catch basin relocation, and water meter are eligible to be paid for with HOME funds. Staff is requesting replacing $16,973 of the CDBG funds with an equal amount of HOME funds. Instead of the whole $40,258 being paid for with CDBG funds, $23,285 will be paid with CDBG funds and $16,973 will be paid with HOME funds. The CDBG funds not utilized on this project will be available for other projects at the Council's discretion. FUNDING: Payment of this request will be an accounting transfer from CDBG funds to HOME funds.
