RECOMMENDED ACTION: Authorize the Lodi Police Department to solicit bids for purchase of Motorola
Mobile Data Computers and Radio Infra Structor as specified in the Federal
Crime Bill Grant awarded LPD.
BACKGROUND INFORMATION: In November of 1996, the Lodi Police Department was notified it was
successful in obtaining a Community Oriented Policing (COPS)
Grant, under the Making Officer Redeployment Effective (COPS -
MORE) Program. The Federal Grant was for $368,305, with City of
Lodi matching funds of $157,844, total.
For the past year, the LPD Mobile Data Computer (MDC) Committee has been studying and evaluating
various configurations of Mobile Data Computers. The Committee is comprised of virtually all levels of the
Police Department, including two dispatchers, four police officers, one sergeant, two lieutenants, one
captain, and one senior computer analyst.
The Committee has overwhelmingly recommended installation of a Motorola Infra Structor system, which
employs case-hardened lap -top computers, with an internal radio transmission capability for outside car
use. (Refer to MDC Committee recommendation reports.)
FUNDING: Funding has already been granted under the COPS -MORE Grant ($368,305) and the City
Council has previously approved the City Match ($157,844).

During the past year, as a LPD MDT committee member I have had the opportunity to look at
and evaluate several different MDT/MDC systems. As a result of this, I now recommend for
implementation by the Lodi Police Department the following system:
1) A Motorola MDT system similar to the systems in
Turlock or Flagstaff PD's. This is a "dumb" terminal with Motorola
infrastructure. 9.6 band -width
2) A Motorola, MDC system similar to the system
Flagstaff was going to, or much like Stockton PD's. This system uses the
Motorola 9100T. 9.6 band -width
3) San Mateo PD system using open architecture and
non -hardened lap -top similar to Toshiba 2100. 9.6 band -width
4) Packet Cluster with MDC using an open system with a
hardened lap as seen in Phoenix. 9.6 band -width
5) X Motorola with Itronix, a proprietary Motroloa system,
case hardened lap -top with internal radio for outside car usage. System
seen at San Jose PD. 19.2 band -width.
6) Motorola with Forte, proprietary Motroloa system,
case hardened pen -based lap -top with internal radio for outside car
usage, as demonstrated at LPD. 19.2 band -width.
