RECOMMENDED ACTION: That the City Council approve matching funds for the Measure K
Kettleman Lane bicycle lane installation project, authorize the
City Manager to execute Caltrans District Agreement No. 10-060, and
adopt a resolution approving the installation of no -parking zones on
Kettleman Lane at various locations, as shown on the attached exhibits.
BACKGROUND INFORMATION: In the Bicycle Transportation Master Plan (BTMP), Exhibit A,
Kettleman Lane is designated as a Class II bike lane. Class II is a
striped, signed and marked bikeway within a paved roadway.
During the BTMP workshops, Kettleman Lane was selected as one
of the "most -wanted" bicycle lane projects by Lodi citizens.
Kettleman Lane is on Caltrans' Preventive Maintenance Project List for a slurry seal. Since Caltrans
would be restriping, the City felt this would be a good opportunity to install the bicycle lanes. In 1995,
the City applied for Measure K funding to install the bike lanes. The San Joaquin County Council of
Governments (COG) Board approved partial funding, $39,430, for bicycle lanes on Kettleman Lane,
from Lower Sacramento Road to Cherokee Lane. The City's original estimate to install bicycle lanes
was $53,000. In working with Caltrans on incorporating the bicycle lanes with the slurry seal project,
the installation cost has increased to $114,000. The estimated striping cost has increased mainly
because the City did not anticipate having to reinstall 101 loop detectors or grind the existing striping.
Caltrans is requiring the loop detectors to be centered in each lane which provides better activation of
the traffic signals. The City assumed we would be adding a painted bicycle lane, signs and legends,
and reinstalling only a few loop detectors.
Due to the additional cost, the City of Lodi applied for supplemental Measure K funding for traffic signal
loop detector replacement. We were recently notified by COG's staff that we have preliminary approval
for $44,220. That will bring the total Measure K funding to $83,650 with the City's local match, $21,350.
Staff recommends City Council approve funds for the City's local match with funding from
Transportation Development Act funds.
Staff is also recommending no -parking zones at various signalized intersections to minimize the loop
detector replacement. Exhibits B through E show the recommended no -parking zones. The adjacent
businesses have off-street parking. The adjacent residences are corner parcels and have available
parking on the side streets. To replace the loop detectors instead of installing the no -parking zones
would cost an additional $45,000.

Staff recommends City Council approve the no -parking zones which will improve safety and provide
wider vehicle lanes in those segments. The no -parking zones will be included with the Caltrans project.

Dear Mr. Ronsko—
Enclosed is a copy of my previous fax for your ready reference.
Upon review, I should have pointed out that the commercial tractor -trailer parking on the South
Side of Kettleman Lane west of our office at 2100 Kettleman lane is presenting a hazard when
attempting to turn west [left] from the driveway between the PAM Building [2020 Kettleman
Lane] and Wright insurance.
It would greatly alleviate the problem if the 'No Parking Zone' could be extended to the
Second Fire Hydrant West of the driveway between Pam and Wright Insurance. This would be
approximately 700', rather than the 370' planned.
As this area is zoned "professional office" I believe most new construction would provide
adequate on site parking. Accordingly, there would not appear to be any reason for parking on
this section of Kettleman Lane.
Again, we are appreciative of any and all efforts to improve the visibility in this area

Professional Apartment Management, Inc. is in receipt of the
August 16th correspondence related to the Kettleman Lane
Bicycle Project.
In review of the Exhibit Maps showing the proposed "No
Parking" zones, we are in full agreement with the City for
this project. I am glad to see the City taking into
consideration, the needs of bicyclists, and making the
appropriate alterations in its street maping.
As you may know, this project effects the parking zone in
front of Professional Apartment Management, Inc. and
adjacent businesses.
Again, we are in full support of the Kettleman Lane Bicycle
Project.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING CALTRANS AGREEMENT NO. 10-060 AND AUTHORIZING
CITY MANAGER TO EXECUTE THE SAME ON BEHALF OF THE CITY, AND
APPROVING MATCHING FUNDS FOR THE MEASURE K KETTLEMAN LANE BICYCLE
LANE INSTALLATION PROJECT; AND FURTHER APPROVING NO PARKING ZONES
AT VARIOUS LOCATIONS ON KETTLEMAN LANE
BE IT RESOLVED that the Lodi City Council does hereby approve Caltrans
Agreement No. 10-060 and authorizes the City Manager to execute the same on behalf of
the City; and hereby approves matching funds for the Measure K Kettleman Lane Bicycle
Lane Installation Project ($21,350) from the Transportation Development Act funds; and
BE IT FURTHER RESOLVED, that the Lodi City Council does hereby approve the
installation of "No Parking" zones at various locations on Kettleman Lane, as shown on
Exhibit A attached hereto and made a part hereof.
