HomeMy WebLinkAboutResolutions - No. 2008-83RESOLUTION NO. 2008-83 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO APPROVE TIME -SENSITIVE REPAIR OF GRANULATED ACTIVATED CARBON TREATMENT VESSELS FOR DI BROMOCHLOROPROPANE TREATMENT AT CITY DRINKING WATER WELL NO. 4R WHEREAS, the City operates and maintains granular activated carbon (GAC) treatment systems for dibromochloropropane (DBCP) treatment at 6 of the City's 26 drinking water wells paid for under the terms of the DBCP settlement with Shell, DOW, et al; and WHEREAS, the GAC at Well No. 4R was recently taken out of service for replacement of the spent carbon. Standard procedure includes inspecting the internal surfaces of the vessels, and the under -drain coating was found to be in very poor condition; and WHEREAS, the vessels will not be opened again for the next carbon replacement for six to seven years, and the coating specialist recommended the interior of the vessels be sandblasted down to metal and recoated with the new technology epoxy coating for drinking water applications in order to avoid the possibility of major metal failure; and WHEREAS, three informal bids were received from qualified contractors, and staff recommends award to Gold Star Painting, of Turlock, for its low bid of $22,170. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the City Manager be authorized to approve the time -sensitive repair of the GAC treatment vessels for DBCP treatment at City drinking water Well No. 4R by Gold Star Painting, of Turlock, California, in the amount of $22,170.
