RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Moody Construction, of Sacramento, in the amount
of $79,340 and appropriate funds in accordance with the recommendation
shown below.
BACKGROUND INFORMATION: This project will reconstruct the levee embankments of Holding Pond
No. 3 at the White Slough Water Pollution Control Facility (WSWPCF)
and reface them with riprap. This is the second year of a four-year
project. Last summer, Pond No. 2's levee embankments were rehabil-
itated. The City will be rehabilitating one pond each year until all four ponds have been reconstructed.
City staff has discussed the bid results with Moody Construction. They feel that they have given the
City a good price for this project and are anxious to start work. In 1994, Moody Construction installed a
cast -in-place concrete pipeline at the WSWPCF treatment plant. There were no problems in working
with Moody Construction and that project was completed within budget and without any major
disagreements between the City and the Contractor.
Plans and specifications for this project were approved on June 19, 1996. The City received the
following eight bids for this project:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR WHITE SLOUGH WATER
POLLUTION CONTROL FACILITY HOLDING POND NO. 3 EMBANKMENT
REHABILITATION, 12751 NORTH THORNTON ROAD, AND APPROPRIATING
WASTEWATER CAPITAL OUTLAY RESERVE FUNDS FOR THE PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council sealed bids were received and publicly opened on July 24, 1996 at 11:00 a.m. for the
White Slough Water Pollution Control Facility Holding Pond No. 3 Embankment Rehabilitation,
described in the specifications, therefore approved by the City Council on June 19, 1996; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for the White Slough
Water Pollution Control Facility Holding Pond No. 3 Embankment Rehabilitation to the lowest bidder,
Moody Construction of Sacramento, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the
contract for the White Slough Water Pollution Control Facility Holding Pond No. 3 Embankment
Rehabilitation, be and the same is hereby awarded to Moody Construction of Sacramento, CA, the
lowest bidder, in the amount of $ 79,340.00; and
FURTHER RESOLVED that $90,000.00 be appropriated from the Wastewater Capital
Reserve Fund to cover this project.
