HomeMy WebLinkAboutAgenda Report - August 7, 1996 (100)AGENDA TITLE: Purchase of Library Generator, 201 West Locust Street ($29,850) MEETING DATE: August 7, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the purchase of a standby/ emergency generator for the Library from Central Sierra Electric, of Jackson, in the amount of $29,850 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: In December 1995, the Library's 1979 Onan 17.5kW standby/emergency generator blew up. Since a portion of the Library is designated as the City's Emergency Operations Center (EOC), grant funding to upsize the generator and electrical service in the building was investigated. Grant funding was not available and the estimated cost of $75,000 to $100,000 was too great for the City to bear on its own. A hired engineer recommended a 20kW generator to accommodate minimal additional lighting and electric circuits, and prepared plans and specifications for that work. Plans and specifications were approved by City Council on June 5, 1996. The City received the following two bids: Bidder Location Engineer's Estimate Central Sierra Electric Jackson B & H Electric, Inc. Lodi Base Bid Option 1 Option 2 $30,000 $29,500 $350 no bid $29,943 $325 $34,704 Two optional bid items were included in the bid documents: Option 1 - Disposing of the existing 1979 17.5kW Onan generator Option 2 - Furnishing and installing a larger generator with a shorter delivery time Staff recommends that the City Council include Option 1 (disposal of the existing standby generator for $350) but not consider Option 2 (a larger, 30 kW generator from the second low bidder at $34,704) because the extended rental cost for a temporary generator (at $1,120 per month) is still approximately $1,500 to $2,100 less than the difference in the two bids. The City's equipment insurance will cover a portion of the replacement costs. A claim is now being processed; however, it cannot be paid until the City makes this award. The anticipated reimbursement is approximately $14,000. The Library Fund has covered $7,000 of the costs shown on the attached sheet in their 1995196 operating budget. Engineering fees Advertising and printing costs Inspection, removal, disassembly and diagnosis of existing generator TOTAL COST $ 29,850.00 10,080.00 504.00 4,050.00 229.15 2,541.58 $ 47,254.73 CPURCHAS.DOC BIV96 RESOLUTION NO. 96-115 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID FOR THE PURCHASE OF A STANDBY/EMERGENCY GENERATOR FOR THE LIBRARY, 201 WEST LOCUST STREET; AND APPROPRIATING FUNDS FOR THE PROJECT WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on July 24, 1996 at 11:00 a.m. for the purchase of a standby/emergency generator for the Library, described in the specifications, therefore approved by the City Council on June 5, 1996; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Base Bid Option 1 Option 2 Engineer's Estimate $30.000 Central Sierra Electric, Jackson $29,500 $350 No Bid B & H Electric, Inc., Lodi $29,943 $325 $34,704 Option 1 - Disposing of the existing 1979 17.5kW Onan generator Option 2 - Furnishing and installing a larger generator with a shorter delivery time WHEREAS, staff recommends that the City purchase the standby/emergency 20kW generator from the low bidder, Central Sierra Electric, and also include Option 1 for the disposal of the existing generator; and WHEREAS, the City Manager recommends award of the bid for the standby/emergency 20kW generator to the low bidder, Central Sierra Electric of Jackson, CA; and NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid for the purchase of the 20kW standby/emergency generator, be and the same is hereby awarded to Central Sierra Electric of Jackson, CA, the low bidder, in the amount of $29,850.00 which includes Option 1; and FURTHER RESOLVED, that funds be appropriated as follows: Contingency Fund $26,255` Library Fund $ 7,000` (Expended out of 1995/96 Operating Budget) Insurance Reimbursement $14,000 - *Figures may be modified somewhat once actual insurance reimbursement Is received.
