HomeMy WebLinkAboutResolutions - No. 1181In the City Covhell City of Lodi Lodi, California KESOLJTION NO. 1181 RESOLUTION AUTHORIZING THE APPOINTMENT CF A DIRECTOR CF CIVILIAN DEFENSE AND DIRECTING APPLICATION TO THE STATE OF CALIFORNIA F'Or r'INANC IAL ASSISTANCE IN MAINTAINING SUCH OF'FIOL IN ACCORDANCE WITH CHAPTER 805, STATS., 1913 WHEREAS, Lodi +Var Council has recommended that this City employ a full time director of civilian defense, and, WHEREAS, this City council deems it to be to the best interests of the people of the City of Lodi and as the most effective way in which to assist in and provide for the prosecution of the present war and the carrying on of adequate necessary war serfice , that this recommendation be approved and that the services of a full time paid Director of Civilian Defense be engaged. and, WHEREAS, under acts of the State Le islature, particularly Chapter 805 of the Statutes of 193, California state funds have been made available to assist cities in providing adequate civilian defense facilities, therefore, BE IT' RESOLVED, that HOBERT H. RUM, Mayor of this City be, and he is hereby authorized and directed to file an application or applications for such state financial assistance necessary to provide for and to maintain this City's Department of Civilian Defense and especially to pay the salary and expense of the Director thereof; BE IT FURTHER RESOLVED, that said Mayor Hobert 1i. Rinn be, and he is hereby authorized, empowered and directed to negotiate an agreement or agreements with the State Director of binance covering the amounts, terms and conditions under which said state aid may be granted. The City council hereby finds, determines and declares that the employment of a local Director of Civilian Defense is essential for adequate civilian defense; that such a director Is necessary to coordinate the various war services of the City, encours.ge voluntary assistance in the raising of funds both for war relief and for prosecution of the war and to plan for and provide means, methods and worthy projects for post-war employment and to see that such plans are complete and necessary so that no part of the public moneys w i 11 be wasted. follows: The state aid herein requested i s estimated to be as Salary or Director of Civilian Defense $3,600.00 of which this City shall pay one-half and the State of California the remaining one-half. The office expense of said Director 4;300.00 to be paid in the same proportions as his salary. Automobile expense of said Director $300.00 to be also paid in the same proportions as his salary. The estimates above set forth coger the period of twelve months beginning January 1, ;944, and the total state aid herein requested is the in of $2,100.00 for such period. The City Council further declares that the City of Lodi has on hand at the date hereof sufficient funds accu#u1ated from local taxes and corporate income to pay one-half of the cost and expenses of 1 Director of Civilian Defense, which funds are unincumbered and which it will, on the granting of the aid herein sought, set aside for such use and for no other use.
