RESOLUTION N O . 1130
WHEREAS, parts of the San Joaquin Valley, but not
including the City of Lodi, have for many years been in need of
greater flood protection than its people were able to provide;
and
WHEREAS. such additional protection now seems possible
through Federal Aid under the zlood Control Act of 1936, and
amendments thereto; and
WHEREAS, THE FLOOD CONTROL ASSOCIATION 0r' THE LOWER SAN
JOAQUIN RIVER AND ITS TRIBUTARIES, composed of owners of lands
in the an Joaquin Valley and supported by private and public
funds, is urging the early submission to the Congress of the
flood control report for the man Joaquin hiver and tributaries,
made by the U. S. Army hngineers, which report, pursuant to
executive order, is now being reviewed by the .0ational Kesources
Planning irscard and its subsidiary agencies; and
WHEREAS, it is of vital importance to the people of
such parts of the San Joaquin Valley that said report be approved
and the work thereunder authorized by the Congress of the United
States at the earliest possible date -and thereby avoid any delays,
which would unnecessarily jeopardize such parts of the valley to
another such flood as occurred in 1938, whose damages were
estimated in excess of 5, 000, 000;
NOUS, TBEHEFO3tE, BE IT RESOLVED, that we, the City
council of the City of Lodi, do hereby petition and urge all
federal agencies, having a part in reviewing said flood control
report to expedite the submission thereof to the Congress for
adoption and authorization; and
RESOLVED, that we hereby assure said FLOOD CONT1�0L
ASSOCIATION of our approval of its efforts in brin8ing to the
attention of the Federal Government the ,flood control needs of
said parts of this valley and we herewith authorize said
Association, when appearing in Weshington, D. 0., or elsewhere,
before a legislative committee or before a governmental agency,
to express our approval of and our accord with its efforts to
secure the authorization of the flood control project for the
San Joaquin Valley as prepared and recommended by the Corps of
hngineers of the United States Army, provided, however, there is
preserved to the several irrigation districts, respectively
their present interest and right in existing irrigation and
power facilities, including water rights and the right to specify
operation for irrigation and power use, and provided, also,
there is preserved to the State of California in perpetuity, its
present interests and rights in and to the waters of the
streams involved; and that, while the City of Lodi would probably
receive no direct benefit. vwe feel that the benefit which w i 11
be received by a very large part of the San Joaquin Valley,
justifies the early performance of said work.
