JE IT RE.OLVED, By tlie City Council of the City of
Lodi, sun Jou,luin County, Ualifur:iia, is follows:

sure of the City Council arid shall be appointed by said

The jriayor of the City of Lodi, arid the se.id City
u2erintende:it of :3chools shall at all times act as advisers

to said commission, and, when requested by said commission,
shall attend and advise at all the meetings of said com-
mission.

(2) Except as hereinafter specifically mentioned, said
commission. shall have all the powers contemplated by the
"California L;omrirrunity liecreation Enabling act of 19S9" and
acts amendatory thereto or suppleiaerital thereof and shall
have the power to adopt by-laws, rules and regulations for
the purpose of conducting public recreation for the City of
Lodi and for such respective public authorities subject at
all tunes to the uppro•vul of the said City Council and of
the governing bodies of such other public authorities.
.ixcept as hereinafter specifically mentioned. said com-

mission shell provide, conduct and supe rvist playgrounds,
athletic fields, recreation centers acid other recreational
facilities, equipment and activities, within the jurisdic-
tional territories of said respective public authorities and
for the benefit of said respective public authorities, and
to conduct any form of recreation or cultural activities that
will employ the Leisure time of the people, wi thin the terri-
torial limits of said public authorities, in a constructive
and wholesome manner, and said commission shall recommeud
to the said three public authorities rules and regulations
for rile 000rd.taation of all of said activities of said
three public authorities.
Provided, however, that uo such by-laws, rules, reksu-

be approved by the governing body of each and all three

rents, charges and income which may be derived or accrue

appointiiieut, from time to time, of a recreational director,
provided, however, that auy such appointment or aipoint-
ments, shall riot be effective until the sEeme be approved by
the proper aet of eacn of the governing bodies of each or
said three public authorities; and provided further that
any salary or compensation wrb iu lr shall be paid to such ap-
pointee shall not be effective until the same be first
approved by each of said three governing- bodies and that in
case of 5 =II approval, such salary shall be paid one-half by
the City- of Lodi, one-fourth by said Lodi. Luton High School
District and one-fourth by said LucaElementary- ziehools
District; and that said appointee shall neve suc!_ qualifica-
tions and recommendations as may be rekiair'eci by said act, or
areenciments thereto or supplements tliereor from time to time.
Subject to the limitations herein contained, said act
of the legislature, atneixdxaents and supplements thereto, are
hereby sane a cart hereof.
(4) 6aid, itecr•eatioxi eoamiissiori shall, annually, submit
to each of the said public authorities a 'budget fur the com-
ing fiscal year of the estimated cost and expense of its
activities, which budget may be approved, amended or rejected
by the governing bodies of each of said respeotiva publio
authorities. 'Said. coitrnission shall likewise make full and
complete Quarter -annual and. annual reports to each of said
public authorities, and such otiier reports as may be required
by each of the said governing bodies Prem time to time.
(5) raid commission have the right to recommend
the disbursement of t'und.s regularly apportioned or received
or provided for the sup_ort of its activities, provided how-
ever, that the above mentioned proper pi•nportioUs of such

tive governing bodies, before being paid out or the respec-
tive funds of said public authorities.
