HomeMy WebLinkAboutAgenda Report - July 17, 1996 (81)AGENDA TITLE: Approve Additional Funding and Contract Change Order for Standby Generators for Water Well and Storm Drain Pumping Stations for Sites 7, 9, and 16 MEETING DATE: July 17, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the issuance of Contract Change Order 3 for Standby Generators for Water Well and Storm Drain Pumping Stations for Sites 7, 9, and 16, and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: Last year, CTS Northwest, Inc. was awarded a contract in the amount of $328,328 for the installation of standby generators at Well Sites 7, 9, and 16. The contractor's bid proposal gave the following costs for each well site: Well Site 7 - $95,607, Well Site 9 - $137,500, and Well Site 16 - $95,131. Well Sites 7 and 16 have 250 kW generators and the generator at Well Site 9 is 225 kW. The increased cost for the generator at Well Site 9 is due to the additional work needed on the generator housing to reduce the sound level from the generator and its motor. In the Council Communication recommending the award of the contract to CTS Northwest, Inc., it was noted that the Water Master Plan recommends that eight City wells be equipped with new standby generators over a four-year period. These eight well sites include the replacement of the existing generators at Well Sites 5, 8 and 13. The Communication also explained that the existing generators were obsolete and did not automatically start or operate properly. Last winter, the standby generator at Well 5 burned up and is now completely out of service. Because of the age of the generator, replacement parts are no longer available. The contract with CTS Northwest, Inc. is substantially complete but they have provided the City with a cost of $137,500 to furnish and install a new generator at Well Site 5 as part of our current contract with them. CTS Northwest, Inc. said that generator costs have increased in the past year and that they had to negotiate with the manufacturer to lower the price to $137,500. Well Site 5 is similar to Well Site 9 in that both require noise attenuation on the housing of the generator. The City will save the cost and time of preparing specifications and receiving bids for a new generator by issuing a change order for our contract with CTS Northwest, Inc. We will also be receiving a generator from the same manufacturer that provided the generators at Well Sites 7, 9 and 16. Staff is now recommending that Council approve the issuance of Contract Change Order 3 and appropriate $137,500 from the Water Capital Outlay Fund to pay for this additional work. This Change Order will add a new generator at Well Site 5, accept the installation of the generators installed under the original contract, and extend the contract completion time to allow for the submittal review, delivery time and installation of the new generator.
