HomeMy WebLinkAboutResolutions - No. 20311h the City Council City of Lodi Lodi, California RESOLUTION NO. 2031 URGING THE ESTABLISHMENT OF LEGISLATIVE JOINT INTERIM CQKKr=E TO ESTABLISE POLICY FOR TUE XUAGE NT OF.THE DELTA FEATURES OF.THE CALI- FORNIA WATER PLAN.. WHEREAS, salinity control in, and transfer of high quality water across, the Delta with least waste is essential to successful operation of the Feather River - San Luis Project, and, WHEREAS, units of the California Water Plan to accomplish cross transfer, salinity and flood control have been recommended in an excellent document of the State Department of Water Resources entitled Bulletin 50, March 1957, and WHEREAS, these works are essential to accomplishment of each and every use of the California Water Plan and are essential to conserve and export water from Northern California and are essential to transfer good quality water from the Sacramento and Mokelumne Rivers at Walnut Grove to the Old River intakes of the Delta Mendota Canal and Italian Slough Pumping Plants in Alameda and Contra Costa Counties, and WHEREAS, construction of the features will be on a step- by-step basis and completion of any and each step will have great and damaging or beneficial effects on the agriculture, fisheries, recreation, industrial and residential land and water usage its the Delta, and such change first will affect Contra Costa County, and WHEREAS, the plans for crone transfer, salinity and flood control features of the California Water Plan assume that on completion all features will be operated in accordance with policy recommended in Bulletin 25 issued in 1930, which policy has not been enacted into legislation, and which policy is not being adhered to in operation of Shasta Dam, and WHERRAS, Delta landowners may have to oppose adoption of the cross transfer, salinity and flood control features until firm policy has been Witten in legislation regarding the costs of "replacement watorl* and the sequence of step-by-step con- struction of master levees, fishways, boat locks and return drains for wastes from irrigation,, industrial and community activity, and WHZREAS, only Solano, Sacramento, San Joaquin, Stanislaus, Merced and Contra Costa County are damaged or benefited by major modification of the Delta, the separation of lands from access to fresh water and provision of drainage ways, and W,U, REAS, the interests and concerns of these Counties are indepiide t, of plans for development of upstream storage and agaedacts or of the #counties of origin' vs. °areas of deficiency" controversy, and these interests and concerns are best considered separately and dist;inctlyg, NOW THEREFOR , BE IT RISOLVED that the Legislature be re- queasted to appoint a Joint Interim Committee of Legislators from Solano, Sacramento, Sari Joaquin, Stasnislaus, Merced and Contra Costa Counties to hold hearings, investigate and determine policy to bo presented to the Legislature, which whenenacted into law will provide. Delta landowners with a definite timetable of construction, which will..g ,ae these full opportunity for assess- ing the. probabilities of benefit and damage, which will state policy regarding delivery of "replacemo-eat water" to lands served from existing waterways, and which will be the bazis for their planning future use of Malta lands, and BE IT FUSTUR 19301MAthat tta Soards of.
