AGENDA TITLE: Rejection of Bids for Mail Courier Service
MEETING DATE: July 17, 1996

RECOMMENDED ACTION: That the City Council reject both bids for providing a mail
courier service for the City of Lodi.
BACKGROUND INFORMATION: On March 6, 1996, the City Council approved specifications
and authorized advertisement for bids for a courier service to
transport mail and interdepartmental correspondence between
City Hall, the City Hall Annex, the Municipal Service Center, and Parks and Recreation.
The following two bids were received, and opened on March 27, 1996:
Jim Mason, dba San Joaquin Private Mail Service, Lodi $ 6,240.00
Vernon Freimarck, Lodi $11,600.00
Recommendation to reject both bids is based on the City's receipt of notice of cancellation of auto
insurance for the low bidder, and the fact that San Joaquin Private Mail Service does not hold a valid City
of Lodi Business License. The second proposal, in addition to being nearly double the amount of the
lower bid and nearly three times the project estimate, did not bear a valid signature.
Because of the apparent absence of responsible bidders for this service, it is further recommended that the
City defer re -solicitation of bids until a local base of responsible service providers is established.

RESOLUTION NO. 96-93
A RESOLUTION OF THE LODI CITY COUNCIL
REJECTING THE BIDS FOR A MAIL COURIER SERVICE
FOR THE CITY OF LODI
WHEREAS, in answer to notice duly published in accordance with the law and the order
of this City Council, sealed bids were received and publicly opened on March 27, 1996 at 11:00
a.m. for a Mail Courier Service for the City of Lodi.
WHEREAS, said bids have been compared, checked and tabulated and a report thereof
filed with the City Manager as follows:
BIDDER
Jim Mason, dba San Joaquin Private
Mail Service
Vernon Freimarck
LOCATION BID AMOUNT
Lodi $ 6,240.00
Lodi $11,600.00
WHEREAS, staff recommends rejection of the bids and further recommends that the
City defer re -solicitation of bids until a local base of responsible service providers is established;
and
NOW, THEREFORE, BE IT RESOLVED, by the Lodi City Council that all bids
received are hereby rejected for the Mail Courier Service for the City of Lodi and hereby
authorizes staff to defer re -solicitation of bids until a local base of responsible service providers
is established.
