HomeMy WebLinkAboutResolutions - No. 2007-43RESOLUTION NO. 2007-43 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PURCHASE AND INSTALLATION OF 14 MOBILE DATA DIGITAL COMPUTERS FOR PATROL CARS AND FURTHER APPROPRIATING FUNDS ------------------- WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and WHEREAS, the Lodi Police Department is currently using several outdated and unreliable mobile digital computers that are nearly seven years old; and WHEREAS, the Police Department has been unable to accept software upgrades from its vendor, Data 911, because current hardware is slow and does not contain enough storage to support the new software; and WHEREAS, due to the outdated software, the Police Department is now out of compliance with the Department of Justice in regard to second party checks in the Wanted Person System and Domestic Violence Restraining Order System; and WHEREAS, in addition, the Police Department is unable to completely utilize new technology recently acquired, free of charge, by the San Joaquin County that allows officers instant suspect identification from their patrol vehicles via mobile fingerprint scanners; and WHEREAS, the use of mobile digital computers assists patrol officers in the identification of stolen vehicles by allowing them instant access to the Department of Justice Stolen Vehicle System. The mobile fingerprint scanners would be attached to the computers and suspects would be identified at the scene, preventing suspects from possibly being released, NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves the purchase and installation of 14 mobile data computers for patrol vehicles from Data 911, of Alameda, in the amount of $87,956.11, and Emergency Vehicle Solutions, of Menlo Park, in the amount of $6,440.00; and BE IT RESOLVED FURTHER that funds in the total amount of $94,397 be appropriated from the 1) State COPS Grant ($45,500) and 2) Vehicle Theft Fund ($48,896.11) for this purchase and installation.
