RECOMMENDED ACTION: That Mayor Warner present proclamations to the winners of the TOPPS Award for
Environmental Excellence.
BACKGROUND INFORMATION: Mayor Warner would like to present proclamations to the two winners of the
TOPPS Award for Environmental Excellence. The winners, California Waste
and the Lodi Industrial Group with the Chamber of Commerce, will be present
at the meeting to accept the awards.

Dear TOPPS Advisory Council,
California Waste Removal Systems has been located in Lodi for
over 68 years. It was founded by the Barsotti and Vaccarezza Families
and is owned and operated today by David Vaccarezza and his sister,
Annette Murdaca.
California Waste Removal Systems is a solid waste and recycling
company. We operate in San Joaquin and Sacramento Counties where
we offer diverse programs for collection and processing for our
customers.
Landmark legislation (AB 939) in 1990 mandated that all cities
and counties within the State of California establish diversion and
recycling plans. Diversion requirements were established and stiff
penalties were set for non-compliance. Municipalities were required to
divert 25% of their waste stream by 1995 and a full 50% by the year
2000. Penalties for not meeting these rates were set at $10,000 per day!
The Lodi City Council appointed a citizen's task force who studied
alternatives to achieve the requirements of AB939. California Waste
Removal Systems worked very closely with the task force to select a 3 -
cart residential refuse and recycling system in 1992.
California Waste planned and implemented the 3 -cart system.
Today, Lodi is currently diverting over 35% of their disposable materials
through the various programs of California Waste.
California Waste Removal Systems operates state of the art
collection and processing programs. We employ over 170 people to
collect, process, support, and administer the programs we offer.
Considered a leader in the industry, California Waste anticipated the solid
waste management needs of the future leading to the development of the

San Joaquin/Sacramento County area's first integrated waste
management facility.
California Waste Removal Systems provides diversion programs
for it's residential, commercial, and industrial customers. In addition, we
provide customer awareness and training programs. We conduct waste
audits for commercial and industrial customers to assist them in reducing
their trash output and implementing onsite recycling programs.
In the schools, California Waste Removal Systems provides an
instructor to teach landfill diversion and recycling. Classroom education
has been a very successful way to educate the public about the
importance of conserving our natural resources and valuable landfill
space.
However, outreach does not stop in the classroom. California _
Waste provides recycling instruction throughout the community through
civic clubs, community groups of both adults and children. We operate a
visitors center where people can come and leam about the landfill crisis
facing California and the steps being taken in Lodi to mitigate it.
Lectures, videos, and an onsite tour allow guests to understand the
importance of landfill diversion and the pro -active role California Waste
advocates.
In 1995, over 40,000 tons of materials avoided the landfill through
the programs of California Waste. Greenwaste is reduced in size and
processed into compost. The compost is sold in bulk to local agricultural
markets as well as for bag and bulk for landscape use. Recyclables are
received and separated into 19 different commodities which are baled and
shipped to factories and plants for reuse or alternative use.
Conservation is the planned management of resources. Reality,
however, is the need to manage the public's consumption of those same
resources. The true art of conservation is striking the balance between
the two. California Waste Removal Systems is committed to achieving
this goal.

The Lodi District Chamber of Commerce (LDCC) is pleased to place the Lodi Industrial Group (LIG) in
nomination for the TOPPS AWARD for Environmental Excellence.
The Lodi Industrial Group was formed in November, 1992. The LIG is comprised of members from more than
twenty local area firms. Meetings are held the third Thursday of each month at 7:00 p.m. in the LDCC
conference room. The stated mission of the LIG is to unite local industrial firms to address issues of common
concern. It is a "grass roots eff'ort to help each other out."
In January, 1993, at a "brain storming" meeting, the LIG identified three major categories of top concerns to
local industrial firms. They are: 1) Environmental Issues , 2) Incentive Issues, and 3) Energy Issues. In the area
of environmental issues the LIG addressed the subject of hazardous waste disposal. Eighty-five local firms were
surveyed by the LIG in an attempt to determine the types and amounts of waste disposal actually taking place in
the community. It was found that ninety percent of the waste in the community was used A With this
information in hand the LIG interviewed several disposal firms. One firm was selected to collect used oil and
another firm was selected to collect all "other" hazardous waste. What began as an attempt to create a "co-op"
for the purpose of lowering disposal costs, which in fact were lowered, has created an "awareness" within the
industrial community. Through open communication with each other and by educating each other there has been
a reduction in the total amount of waste being improperly disposed.
The program has, in fact, been extended to benefit the entire community. All area businesses, whether members
of the LIG, or the LDCC, including retail outlets such as auto shops and garages are invited and encouraged to
use the system set in place by the LIG.

Over the past year, the Lodi Industrial Group has been worldng diligently on a plan to
reduce the cost of hazardous waste removal. During this period, we discovered that there
are over 500 businesses located in the greater Lodi area that, from time to time, require
the removal of hazardous materials - from waste oil to flammable liquids.
At this time, we are pleased to announce that we have made our selections for the pick-up
and hauling of all hazardous wastes. Through extensive research and many meetings. the
Lodi Industrial Group has proudly selected EVERGREEN 011L INC. as our choice for
the pick up and removal of WASTE OIL, and LAIDLAW ENVIRONMENTAL
SERVICES for the pick up and removal of ALL SOLIDS AND NON -OIL
VIATERLA,LS.
By establishing these two reputable companies as the preferred vendors for hazardous
waste removal, those of us in the greater Lodi area will receive significant cost reductions
for their services.
Evergreen Oil. Inc. has reduced their price per gallon of waste oil from twenty-five cents
(50.25) per gallon to twenty cents ($0.20) per gallon with the minimum service charge
reduced from sixty-five dollars ($65.00) to fifty-five dollars ($55.00) per stop.
Laidlaw Environmental Services has reduced their costs of transportation and disposal
fees across-the-board. The major concession is the waiver of all fees for profiles.

streams and associated costs, Laidlaw will quote on a case-by-case basis.
