AGENDA TITLE: Resolution of support for High Speed Rail - Altamont Pass Connection
MEETING DATE: Wednesday June 5, 1996

RECOMMENDED ACTION: That City Council approve a resolution of support for the Altamont Pass
Connection for High Speed Rail Service in the State of California.
BACKGROUND INFORMATION: A plan is now being prepared for the creation of High Speed Rail
service in California. Many details of the plan are still in embryonic
stages. However, after much public input, the Intercity High Speed
Rail Commission has made some fundamental decisions regarding
the design of this system:
♦ High Speed Rail will run between the San Francisco Bay Area and Los Angeles.
♦ High Speed Rail will follow the Route 99 corridor in the Central Valley.
♦ Once this primary system has been well established, extensions will be considered. One extension
would proceed south to San Diego. The other would proceed north to Sacramento.
There are three proposed routes to connect high speed rail from the Central Valley to the Bay Area:
1) Altamont Pass Route (along highway 580)
2) Pacheco Pass Route (along highway 152 - west of Los Banos)
3) Panoche Pass Route (along highway 180 - west of Fresno)
Option 2 has the drawback of providing zero service to San Joaquin or Stanislaus Counties. Option 3
effectively cuts off service to all areas north of Fresno. Initial plans do not call for any High Speed Rail
service passing near the City of Lodi. However, Option 1 would provide Lodians access to High Speed
Rail using car, bus, or possibly conventional rail connections. Given that Lodi will construct a multi -modal
station in a few years, activity at this station could be enhanced by transit connections to the High Speed
Rail line created by Option 1. In the long term, if an extension north to Sacramento is created, it is much
more likely to go through, or by the City of Lodi if option 1 is adopted.
If the Lodi City Council feels the presence of High Speed Rail is beneficial to this region and the citizens
of Lodi, it is recommended that Council adopt the attached resolution and submit it to Ed Jordan,
Chairman of the Intercity High Speed Rail Commission.

RESOLUTION NO. 96-64
A RESOLUTION OF THE LODI CITY COUNCIL
RECOMMENDING THAT THE HIGH SPEED RAIL COMMISSION
ADOPT THE ALTAMONT PASS CORRIDOR AS THE CONNECTION
TO THE SAN FRANCISCO BAY AREA
WHEREAS, the High Speed Rail Commission is studying various corridors to provide high speed
service from Los Angeles to San Francisco and Sacramento; and
WHEREAS, the Commission has already recommended further study of the State Route 99
Corridor; and
WHEREAS, the State Route 99 Base and State Route 99 Long Corridor options have the highest
ridership and revenue potential; and
WHEREAS, the State Route Base and the State Route 99 Long Corridor options provide the best
service for the intermediate travel markets; and
WHEREAS, the Altamont Pass Capital costs range from 15 to 35 percent less than the capital costs
for the Panoche and Pacheco passes; and
WHEREAS, the ridership of the high speed rail will increase approximately 2% times if the corridor
is extended to San Diego on the south and Sacramento on the north; and
WHEREAS, operating costs for such extensions would only increase by 50%; and
WHEREAS, the extension of the high speed rail to Sacramento would increase the market
population by approximately three million people and double that by the time service starts; and
WHEREAS, the State Route 99 Corridor in conjunction with the Altamont Pass Corridor would
extend the high speed rail to Stockton and potentially Sacramento. It would offer an opportunity for more
dense development of land use thus, saving valuable central valley farmland.
NOW, THEREFORE, BE IT RESOLVED that based upon these reasons, the City Council of the
City of Lodi recommends that the High Speed Rail Commission adopt the Altamont Pass Corridor as the
connection to the San Francisco Bay Area.
