"Bud" Sullivan MEETING DATE: June 19, 1996 PREPARED BY: City Clerk RECOMMENDED ACTION: That Mayor Warner present a proclamation to C.M. "Bud" Sullivan, retiring member of the Lodi Library Board of Trustees. BACKGROUND INFORMATION: Mr. Bud Sullivan is retiring from the Lodi Library Board of Trustees after serving this community for almost 27 years. Mayor Warner will present a proclamation to Mr. Sullivan in appreciation of his dedication to Lodi. Further, representatives from Pat Johnston's office, Larry Bowler's office, the State Librarian's office and the Library Board of Trustees will be at the meeting to make presentations to Bud. I hereby tender my resignation as a member of said Board effective June 30, 1996. well, so much for the legalese. I was appointed to the Board in April 1969. Jerry Kirsten was Mayor and the balance of the Council consisted of Ben Schaffer, Fred Brown, Bob Hunnell and Jim Culbertson. That was twenty seven (27) years ago. I suspect that I'm the longest continuous serving member of any City Board or Commission. As you know, the Lodi Library Board is the only City administrative body other than the City Council. I personally acquired the present Library site through purchase and the power of Eminent Domain. The Library was built on time and under the cos} estimates. It was funded not with City Revenues, but with a federal Economic Development Administration Grant. From 1991 to 1995 I was on the Board of Directors of the California Association of Library Trustees and Commissioners, serving as State President in 1994. In 1994-1995, I was appointed by the State Librarian to serve on the Steering Committee To Restructure California Public Libraries. I have not always agreed with the Council's treatment of the Library. We have been the slowest growing semi -department of the City over the last twenty (20) years. The diversion of funds to other City uses has been particularly painful over the last three 1 (3) years. Thank God for our Reserves and prudent management. I was born here, schooled here and worked here, raised a family here and continue to reside here. Lodi is a first class City and deserves a first class Library. I sincerely hope that the Sales Tax increase of 1/8th cent will carry so the Library can meet the challenges of the twenty first (21th) Century. There is no better way to spend the Taxpayers money. I leave knowing that the Library is in capable hands. After twenty seven (27) years of meetings and duties, the Library is still the morning star of my life and the star of so many of Lodi's Residents. There is no such thing as a literate and civilized society without a Library. From lifelong education to total escape, it's a slow and fast pitch game of Life itself.
