RECOMMENDED ACTION: That the City Council adopt a resolution approving the installation of 52 feet of
no -parking zone on Donner Drive west of Calaveras Street, adjacent to
Lawrence School, as shown on Exhibit A. In addition, the passenger -loading
zone will be installed on Calaveras Street and does not require action from Council.
Per Section 10.44.150 of the Lodi Municipal Code, the Public Works Director is authorized to approve the
installation of passenger -loading zones.
BACKGROUND INFORMATION: The following study has been prepared based on safety issues expressed by
Lawrence School personnel. Recently, staff met with School personnel at
the site regarding visibility concerns for drivers exiting the turnout on
Donner Drive and double parking behind the diagonal -parking area on
Calaveras Street. Following is information regarding that meeting and staff's recommendations.
Visibility Exiting Turnout
The on-site turnout located on Donner Drive west of Calaveras Street is used heavily morning and afternoon
by drivers picking up and dropping off students. The concern in this area is that vehicles parked adjacent to
the driveway create a visibility problem for drivers exiting the turnout. Staff has confirmed that vehicles park
in this area frequently and visibility is affected. Lodi Unified School District (LUSD) has requested parking be
prohibited along the entire portion between the driveways servicing the turnout. This will result in the
elimination of three parking spaces.
Available accident records from 1992 through 1995 indicate there have been no accidents related to visibility
problems. Daily traffic volumes on Donner Drive are approximately 1,000 vehicles and hourly traffic volumes
at the beginning and end of the school day are approximately 120 and 70 vehicles, respectively.
Double Parking
Staff observed double parking at this school site. Even though double parking is illegal, it frequently occurs
for short periods of time at almost every school site due to the limited parking available for both passenger
loading and faculty parking. Enforcing this violation is difficult since it requires enforcement personnel at each
school site. Additionally, since there is insufficient loading area, enforcing this violation is unpopular.
The School's main concern is double parking behind the area with diagonal -parking stalls. Double parking in
this area prevents parked vehicles from leaving and is dangerous for students as they must walk through the
diagonal parking stalls to get to their ride. Field observations at the School indicate the turnout at the north
end of the School is at capacity forcing drivers to look for alternate locations. The majority of drivers have
chosen to double park on Calaveras Street behind the diagonal parking area, since it is wider and close to an
exit. Providing additional passenger -loading zone (approximately six spaces) on Calaveras Street will reduce
this problem.

Visibility Exiting Turnout
Since the availability of parking at the School is limited, the reduction of parking should be kept to a minimum.
There is currently parking available for three vehicles on Donner Drive between the driveways servicing the
turnout. LUSD requested removing the entire section and, since it cannot be used as a passenger -loading
area because there is no sidewalk, staff recommends removing all of the parking between the driveways.
In addition to the area adjacent to the School, under a City Encroachment Permit, School personnel are
permitted to park in the stadium lot just south of the School property throughout the year, with the exception of
a few days. While staff has not observed vehicles parking in the stadium lot, we will remind Lawrence School
Administration of its availability. Access to the lot is via a gate in the fence between the two parcels.
Double Parking
Due to the limited parking at school sites, the complete elimination of double parking is not likely to occur;
however, it can be reduced by providing alternate parking areas for passenger loading. Based on these
factors, staff recommends the installation of 136 feet of passenger -loading zone on Calaveras Street just
south of Donner Drive. This zone will be signed for use for passenger loading only on school days between
the hours of 7:30 a.m. to 3:30 p.m, and can accommodate up to six vehicles at a time. This restriction will
allow unrestricted parking in the area during other events at the school, such as meetings and open houses.
Staff has reviewed this recommendation with LUSD and they agree with the proposed parking modification.
To further discourage the double parking behind the diagonal parking stalls, and encourage the use of the
proposed passenger zone, the School will no longer allow students to exit near the diagonal parking area.
As an informational note, Lawrence School personnel would like to have the improvements made prior to the
start of classes beginning on July 1. In addition to the parking modifications recommended, LUSD will be
performing improvements in the turnout to provide more orderly movement. We have offered our assistance
in these improvements.
FUNDING: Funding for the installation of 52 feet of no -parking and 136 feet of passenger -loading zone
from the Street Maintenance Account at an approximate cost of $475.

ON DONNER DRIVE WEST OF CALAVERAS STREET, AND THE INSTALLATION
OF A PASSENGER LOADING ZONE ON CALAVERAS STREET
RESOLVED, that the City Council of the City of Lodi does hereby approve the
installation of a 52 -foot no -parking zone on Donner Drive west of Calaveras Street, and in
addition installing a passenger loading zone on Calaveras Street, as shown on Exhibit A
attached hereto.
