COOPER MIMED EMPLOYEE AND ESTABLISHING JUSTIFICATION THEREFOR. WHEMIABLthe City Council of the City of Lodi did adopt Resolution #1603 on May 2, 1951, which Resolution established a policy against the re-employment by the City of Lodi of persons retired under the provisions of the Lodi City ImployoesR Retire- ment System exeepting is the event of a grave emergency and an extraordinary shortage of manpower as defined by the City Council; and • S Forrest E. Coo er Poundaaater of the City of Lodi will retire as of March 1, 1956, in accordance with the previsions of said Lodi City Employees' Retirement System; and S AB, the City of Lodi is engaged in a studyof design, location and operation of a new Mupioipal Pound, in which study the advice and counsel available through the long years of ser- vice heretofore given by Mr. Cooper is essential; and iaiIREAS, no replacement can be found with the necessary knowledge of local conditions and requirements during the period of said study; now, therefore, B1 IT RESOLVED, That the City Connell of the City of Lodi finds a situation existing as contemplated in said Resolution #1603, and authorises the re-employment of Forrest E. Cooper as of March 1, 1956, for a period not to exceed six (6) months from said date; and BE IT FURTHER RESOLVED, That the compensation paid for suoh service shall be at the same monthly rate as that paid for the month of February, 1956; and BE IT FURTHER SOLVED, That no contributions to the said Lodi City tspl®Tees= Retirement Spites be required from said compensation or from the City of Lodi during said period of re- employment; and BE IT FURTHER RESOLVED That no pension payments be made to Mr. Cooper during said period of re-employment, that no addi- tional service credit beiven for said service, and that said Mr. Cooper shall be entitled to the monthly pension payments to which he was entitled for service up to and including February 29, 1956, commencing with the termination of said period of re-employment. The foregoing Resolution No.1907 adopted by the City Council of the City of Lodi in regular meeting held February 15, 1956, all members present and voting for such adoption.
