RESOLUTION NO. 158.
DETERMINING THAT PUBLIC NECESSITY AND IN-
TEREST DEMAND THE IMMEDIATE EXPENDITURE OF
PUBLIC MONEY TO SAFEGUARD LIFE, HEALTH AND
PROPERTY BY THE CONSTRUCTION OF FLOOD PRO-
TECTION WORKS IN THE CITY OF LODI.
WHEREAS, Property in the City of Lodi has been seriously
damaged, health endangered and loss of life threatened by over-
flow of the Mokelumne River in the months of November and Decem-
ber, 1950, and,
WHEREAS, Further damage and danger is impending from the
same source by reason of unseasonable rain, the water soaked
condition of lands and accumulation of snow and water in the
Mokelumne River basin and in lands tributary thereto, therefore,
BE IT RESOLVED By the City Council of the City of Lodi in
regular meeting this 3rd day of January, 1951, that the public
interest and necessity require the immediate expenditure of pub-
lic money for construction of flood protection works along the
South and East lines of Lodi Lake Park to restrain the flood
waters of said Mokelumne River from overflow into other parts
of the City of Lodi and thereby safeguard life, health and
property.
RESOLVED, Further, that the City Engineer be, and he is
hereby authorized, empowered and directed to immediately proceed
with the construction of said flood protection works without re-
gard to the provisions of Section 37902 of the Government Code
of the State of California.

I, J. F. BLAKELY, City Clerk of the City of Lodi,
San Joaquin County, California, do hereby certify that the
number of members of the City Council of the City of Lodi
is five and that the foregoing Resolution No. 1584 was
duly and regularly introduced in regular meeting of said
City Council held January 3, 1951, and then passed by
four-fifths of the said members, to wit, passed by the
following vote:
AYES: Councilmen, Bull, Haskell, Preszler and
Tolliver (Mayor)
Councilmen, None.
