AGENDA TITLE: Policing of the City's Parks
MEETING DATE: June 5, 1996
SUBMITTED BY: Lodi Police Department Chief and Parks and Recreation Director
RECOMMENDED ACTION: That the City Council approve the restructuring of the park ranger
force thereby allowing policing of the parks by uniformed city police
officers and to approve transfer of funds from the parks ranger account
in the amount of $65,000 to accommodate this proposal.
BACKGROUND INFORMATION: The Parks and Recreation Commission at its May 7, 1996
meeting approved a request from the Parks and Recreation
and Police department staff to reorganize the park ranger
program to accommodate the policing of the city's park
system by the Police Department.
The new ranger program would be structured in a way to accommodate the needs of the Parks and
Recreation Department to continue its interpretive program needs at Lodi Lake ie., the Discovery
Center, wilderness area tours, safari river tours and special events. Funding would also remain in
the ranger account to facilitate gate operations at Lodi Lake as well as allow adequate staffing to
open and close parks and restrooms at various park sites in the community. (See attached Exhibit
A).
If approved by the council, this restructuring program will commence July 1, 1996 with the new
budget year. The Police Department will allocate one (1) new police officer position to be stationed
at Lodi Lake and direct its beat officer operations to police all park facilities. The new police officer
will operate out of the new maintenance/ranger office building to be completed shortly as part of this
program. Other support from the Police Department will include beat oppicers, police partners,
bicycles patrol and horse patrol as needed.
FUNDING: Transfer of $65,000 from the Parks Divisions Ranger account to the police
department to fund one (1) police officer position. (This leaves $40,000 in Parks
Ranger account for continued operations),.-
