RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above
equipment and authorize advertising for bids.
BACKGROUND INFORMATION: The Library's generator, a 1979 Onan 17.5 kW standby/emergency
unit, blew up in December 1995. Because a portion of the Library has
been designated as the City's Emergency Operations Center (EOC),
the cost/benefits of upsizing the generator and electrical in the
building to support the EOC was investigated. We also asked the City's grant consultant to determine if
grant funding was available. Unfortunately, grant funding for an EOC generator was not available and the
cost (estimated at $75,000 to $100,000) is too great for the City to bear on its own. An engineer was hired
to determine what size generator would be needed if minimal additional lighting and electrical circuits were
added. The engineer has recommended a 20 kW generator be furnished and installed and has prepared
plans and specifications for that work.
The City's equipment insurance may cover a portion of the replacement costs; a claim is being processed
now to determine how much of the expense (including temporary generator rental) will be reimbursed.
FUNDING: The money for this project will be coming from the City's Contingency Fund, the
Library Fund, and the City's insurance policy. A request for appropriation of funds will be
made at the time of the award. At that time, we will bring back to the City Council a
complete funding breakdown covering the cost of the generator, the rental fees for a
temporary unit, the engineering fees, and other associated costs.
Replacement Estimate: $30,000
Planned Bid Opening Date: June 25, 1996
